Job description

Position Summary
The Financial Analyst supports DOT Working Capital Fund financial management, cost-model development, rate setting, allocation analysis, billing reconciliation, forecasting, and customer reporting. The analyst works with authoritative financial and operational data from Delphi, Oracle EPM/IMPACT, PRISM, ServiceNow, and external service-provider datasets to help establish a transparent, traceable full-cost-recovery framework.


The Financial Analyst performs recurring financial analysis while supporting development and sustainment of the shared-services cost model. The position works closely with DOT Financial Analysts, Operating Administration stakeholders, service owners, and Team Aalis technical personnel to connect financial costs to service consumption and provide defensible rates, allocations, forecasts, and billing information.


Key Responsibilities
-Support development, modernization, testing, and sustainment of the DOT WCF cost model.

-Analyze direct, indirect, shared, fixed, and variable costs.

-Support development and documentation of cost pools, allocation bases, allocation drivers, and rate calculations.

-Apply the approved hierarchy of direct tracing, cause-and-effect assignment, and shared-cost allocation.

-Reconcile modeled costs and billing outputs to Delphi and other Government-designated control totals.

-Analyze service consumption and other operational drivers used to allocate costs among Operating Administrations.

-Support annual rate development and recurring monthly billing activities.

-Analyze actual costs, forecasts, customer advances, billing activity, and variances.

-Identify unexplained differences, incomplete data, allocation issues, and other financial exceptions.

-Maintain documented assumptions, calculations, mappings, and financial-model logic.

-Prepare variance analyses, forecasts, sensitivity analyses, rate-impact analyses, and management reports.

-Support customer transparency by explaining the relationship among source costs, consumption, allocation drivers, rates, and customer charges.

-Support UAT and validation of financial-model calculations and outputs.

-Develop financial procedures, job aids, documentation, and training materials.

-Participate in working sessions with DOT Financial Analysts and Operating Administration representatives.

-Support organizational change activities related to new financial processes, rates, allocation methodologies, and reporting.

-Maintain traceability and audit support for financial calculations, assumptions, and model changes.


Role Outcome
Provides DOT with reliable financial analysis and a transparent linkage from authoritative cost through allocation, rate development, billing, and customer reporting.
