JOB SUMMARY

The Financial Analyst supports the fiscal health of behavioral health programs by preparing funder invoices, analyzing

cost and production data, and ensuring compliance with contract and audit requirements. This role serves as a key

liaison between Finance, Program Operations, and external funders.


RESPONSIBILITIES

โ€ข Analyze cost and production data to communicate results to Program Managers and Vice Presidents.

โ€ข Recommend actions by analyzing and interpreting data and making comparative analyses; studying proposed changes in methods and production.

โ€ข Develop, review, and track all program budget information ensuring contract compliance.

โ€ข Responsible for preparing and processing adjusting journal entries when necessary.

โ€ข Create templates and spreadsheets as necessary to facilitate data collection and accurate data presentation.

โ€ข Produce monthly contract reimbursement claims for submission to contracting authority for payment of contract funds.

โ€ข Ensure readiness for fiscal audits and support timely, accurate responses.

โ€ข Respond to fiscal questions from program staff, Executive Management and contracting agency personnel.

โ€ข Develop and maintain effective liaison with assigned contract monitor and Division/Program personnel.

โ€ข Coordinate with MHS Cash Management and funding agency personnel to ensure proper posting of cash receipts and timely payment.

โ€ข Reconcile transactions by comparing and correcting data.

โ€ข Comply with all TURN and program rules, policies and procedures including HIPAA standards.


QUALIFICATIONS

โ€ข Bachelorโ€™s degree in Finance, Accounting, or a related field.

โ€ข Minimum of 3 years of financial analysis and/or accounting experience.

โ€ข Working knowledge of GAAP and the main elements and drivers of the income statement, balance sheet, and statement of cash flows.

โ€ข Experience with Accounting Information Systems, preferably Netsuite.

โ€ข Advanced proficiency in Microsoft Excel, including lookup functions, pivot tables, and macros.

โ€ข Advanced MS Windows-based operating system skills, including Office 365.

โ€ข Understanding of Revenue Cycle Management.

โ€ข Familiarity with government or grant-funded programs (e.g., Medi-Cal, MHSA, HUD) preferred.

โ€ข Excellent verbal and written communication skills.

โ€ข Ability to produce legible, clear, and concise written documentation.

โ€ข Ability to work independently, problem solve and effectively collaborate with a team.

โ€ข Ability to stay organized and manage various projects in a fast-paced environment.
