Summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT DIVISION of NAVAL INFORMATION FORCES.

  • You will perform independent financial management analysis supporting all phases of budget formulation, justification, execution, and financial operations for organizational programs and activities.
  • You will analyze the financial impact of programmatic decisions, monitors obligations to identify risks or variances, and develops solutions to address shortfalls, ensuring a clear audit trail.
  • You will analyze financial and program data to evaluate costs, benefits, risks, and alternative methods for managing organizational programs and administrative operations
  • You will resolve complex issues arising from conflicting program and financial data, particularly within unstable funding
    environments.
  • You will apply accounting, internal control, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational financial information.
  • You will review financial reports and accounting data to identify control deficiencies or discrepancies and determines the appropriate corrective actions required to address audit and compliance vulnerabilities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
To qualify for a GS-9, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience performing budget analysis, tracking financial plans, and executing fund controls under general supervision.
  • Experience utilizing integrated financial software (e.g., Navy ERP or equivalent accounting system software packages) to extract, analyze, and process financial data.
  • Experience applying Federal Appropriations Law, Joint Travel Regulations (JTR), and DoD financial regulations.
  • Experience auditing and validating transactions, identifying financial anomalies, and tracking "cradle-to-grave" funding to resolve execution bottlenecks.

To qualify for a GS-7, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience collecting and analyzing basic financial, accounting, or budget data.
  • Experience monitoring and tracing fund execution, identifying discrepancies, or reviewing financial reports.
  • Experience processing invoices, reviewing transactions, or applying financial principles and procedural concepts.
  • Experience communicating basic financial data and policies to team members.
