Ho'olaulima Government Solutions LLC (HGS) is a Small Business Administration-certified, Native Hawaiian Organization (NHO) Owned, 8(a) Small Business that provides services and solutions in the areas of Environmental Services, Information Technology Services, Healthcare Services and Professional and Technical Services to the Department of Defense and other Federal agencies. HGS is a wholly-owned subsidiary of the Kīnā'ole Foundation, a 501(c)(3) non-profit established to benefit Native Hawaiian communities. You will receive a comprehensive benefits package that includes:Health insuranceDental insuranceLife insuranceProfessional training reimbursement401KDisability insurance...and much, much more! Job Description: The Project Management-Financial Analyst will monitor the Electric Boat (EB) shipbuilding and repair operations, coordinate with local offices, and report to Naval Reactors (NR). Duties and Responsibilities:Support NR, Naval Nuclear Reactor Laboratory (NNL) in gathering financial and technical information to develop FMR and NOC letter responses and staff correspondence within NR Headquarter for review and concurrence. Provide support to the NNL in the oversight and prioritization of maintenance processes, management processes and project metrics associated with SSN ROHs and CVN RCOHs, to include maintenance availability change control and prioritization of work processes. This includes supporting with the establishment and implantation of required program management process and methodologies to include performance measurement baselines ad change control processes, along with financial management tools, cost control support and project management tools. Provide in-person oversight of shipyard's deck plate resource allocation for work being performed, confirm progression compared to cost returns and conduct spot visits to identify labor resource shortfalls compared to Labor Resource Management (LRM) plans, and provide the NNL with recommendations to improve deck plate work performance, eliminate unnecessary costs, and mitigate future schedule impacts. Attend meetings, as requested by the NNL, recommend meetings for NNL attendance, and contribute information and suggestions relevant to the scope of work. Recommend required reporting and oversight tools and prepare written reports and presentations, as requested by the NNL.Support change control management oversight of the subcontractor with oversight and analysis of work performed under Level of Effort (LOE) SWLINs and work related to contract changes. Coordinate with SUPSHIPs on progress and change status for NR related work. Advise the NNL on impacts to nuclear work from shipyard performance. Ensure mandatory work is expedited and accounted contractually, to include on-time material procurements. Obtain all necessary concurrences to expedite information gathering, and recommendations for SIB investments and miscellaneous tasking as requested by the NNL.At the completion of the term of this order, the Supplier shall provide the NNL with an assessment and recommendations to establish a repeatable contract oversight, performance management and prioritization of aircraft carrier and submarine construction and maintenance availabilities in private shipyards.Gather relevant supporting technical and financial information and create FMR and NOC letter responses; staff the letter for NR program and technical sections to review and concur to conduct cost report analysis and periodic progressing of work to cost reporting. Review material ordering practice and performance (on-time order placement, bundling of procurements, incentives to mitigate and drive NNS/EB subcontractor behavior).Use of data analytics to evaluate trends and progress and to identify deficiencies.Provide deck plate support for all Naval Nuclear Propulsion Program (NNPP) CVN-Submarine waterfront acquisition issues. Liaise with SUPSHIP to ensure compliance with NR acquisition guidance and validate Earned Valued Management (EVM) metrics. Liaise with SUPSHIP on oversight of propulsion plant SIB investments at EB, NNS, and their subcontractors.Support NR with SIB/miscellaneous tasking related to the area of responsibility.Familiarity with availability work packages and construction sequences to understand and support the needs of the NNPP.Perform other position-related duties as assigned, depending on assignment setting. Mandatory Requirements:Possess Secret ClearanceMilitary Shipyard Experience Successfully passing a federal background check.  HGS is an equal opportunity employer and value diversity at our company.
