Job description

Job Title: Senior Finance Operations Associate
Division: School of Medicine
Work Arrangement: Hybrid

Salary Range: $88,583 - $104,215
FLSA Status: Exempt
Work Schedule: Monday - Friday, 8 a.m. - 5 p.m.
Summary
The Senior Finance Operations Associate position serves as the key institutional resource to address issues and concerns regarding Graduate Medical Education (GME) finance topics from BCM Departments, affiliated training sites and GME leadership. This position in the GME office is responsible for regular reporting and analysis of affiliate stipends, departmental funds utilization of grant funds. This position will prepare and present reports to senior leadership of GME and the School of Medicine in order to optimize trainee financial allocations through affiliate hospital funding. Responsible for financial activities such as debt administration, issuance and analysis, budget, contract compliance, financial reports, and other business management services.
The Office of Graduate Medical Education (GME) at Baylor College of Medicine serves as the official institutional liaison between its academic programs, affiliate partners, and the Accreditation Council for Graduate Medical Education (ACGME). GME provides administrative oversight and academic quality for over 180 ACGME accredited and non-ACGME approved residency and clinical fellowship programs. This position will support of the following areas that fall under the oversight of the GME office: a. 1600+ trainee stipends across a multitude of affiliate hospitals in the Texas Medical Center (TMC) b. State-funded grant utilization and stewardship c. GME central office operational budget.
This position is fully in-office during the initial 90 days. After successfully completing this period, employees may shift to a hybrid schedule.
Job Duties
  • Performs key financial functions for Graduate Medical Education (GME), including monitoring the operating budget, conducting financial analyses, preparing financial reports, and completing reconciliations. Responsibilities include entering and maintaining monthly forecasting data, monitoring and accounting for variances between actuals and budget within Workday Adaptive and Power BI, and supporting ongoing financial oversight and reporting for GME operations.
  • Provides monthly and ad hoc reports for GME leadership to provide oversight of affiliate stipend use, grant funds utilization and central operations financial management.
  • Provides monthly reporting to departments regarding grant funds use and affiliate billing across the College.
  • Conducts annual Full-Time Equivalent (FTE) allocation process with programs and partner institutions.
  • Manages state grant funds and provides financial support for associated annual applications and required reporting processes. Monitors fund utilization and communicates regularly with departments regarding under- and over-utilization trends, budget variances, and corrective actions to support compliance and effective financial management.
  • Provides support to departments on new applications for Texas Higher Education Coordinator Board (THECB) grants.
  • Maintains vendor contracts; updates annual contracts with departments and partner institutions.
  • Completes approvals in purchasing and expense management. Prepares monthly reports documenting budgeted to actual FTE utilization to GME leadership.
  • Develops, maintains and communicates policies and procedures in support of GME Finance operations.
  • Develops and ensures program compliance with GME billing and tracking policies and procedures.
  • Performs ongoing analysis to implement strategic initiatives; including financial and sensitivity analysis regarding cost-saving measures and revenue-generating activities.
  • Utilizes and manages multiple technology platforms, including SAP S/4HANA, Power BI, Workday Adaptive Planning, and the Electronic Residency Management System (MedHub).
  • Performs other job-related duties as assigned.

Minimum Qualifications
  • Bachelor's degree.
  • Four years of relevant experience.

Preferred Qualifications and Skills
  • Master's degree in a directly related degree and two years of relevant experience may also be considered.
  • Advanced skills in Excel are essential to this role.
  • Experience in an academic setting.
  • Experience in cost analysis and oversight of Full-Time Equivalent (FTE) and effort allocations.
  • Experience in SAP S4 Hana and Workday Adaptive.
  • Outstanding interpersonal skills including the ability to work on a team as well as multiple levels of stakeholders across the college and affiliate hospitals.
  • Excellent oral and written communication skills.
  • Strong organizational skills and efficiency, with strong attention to detail.
  • Commitment to excellence in customer service.
