Finance Manager
The Chester School District, SAU 82, is seeking a Finance Manager to oversee the day-to-day financial and business operations of the school district. Serving approximately 500 students in Pre-K through Grade 8 and approximately 250 high school students attending Pinkerton Academy, this position plays a vital role in ensuring sound fiscal management, regulatory compliance, and effective stewardship of public funds in support of the district's educational mission.
In a small-district environment, the Finance Manager works in close collaboration with the Superintendent, who retains primary responsibility for budget communication and presentation. The Finance Manager serves as the district's technical finance lead, managing business operations and providing financial analysis, reporting, and advisory support.
Job Description
The Finance Manager is responsible for managing the district's financial and business operations to ensure strong internal controls, accurate financial reporting, and compliance with all applicable federal, state, and local requirements. The position provides operational leadership in accounting, payroll, purchasing, and grants management, and serves as a key financial advisor to the Superintendent.
Qualifications
  • Bachelor's degree in accounting, finance, business administration, or a related field (Master's degree preferred).
  • Experience in school district finance, municipal finance, or other public-sector financial management, including at least three years of progressively responsible experience; supervisory experience preferred.
  • Demonstrated knowledge of public-sector accounting principles and financial reporting standards; experience with GASB standards strongly preferred.
  • Ability to learn and apply New Hampshire school finance laws, regulations, and reporting requirements.
  • Strong analytical, organizational, and problem-solving skills.
  • Effective interpersonal and communication skills, with the ability to collaborate with district leadership, staff, auditors, school board members, and external agencies.

Core Responsibilities
  • Oversee all accounting operations, internal controls, cash management, and audit coordination to ensure accurate financial reporting and full compliance with federal, state, and regulatory requirements.
  • Support development and ongoing management of the district's budget through financial analysis, forecasting, expenditure monitoring, and budget adjustments.
  • Administer grants and complete all required federal, state, and local financial reporting and reconciliations.
  • Oversee payroll, accounts payable/receivable, procurement, insurance, and financial aspects of food service and facilities operations.
  • Support financial planning, tracking, and reporting for capital projects, maintenance, and required district financial publications.
  • Ensure all financial practices adhere to applicable laws, policies, and ethical standards of public-sector financial management.

Compensation
This is a full-time, year-round position. The salary range is $90,000 $110,000, commensurate with experience and qualifications.
