IT Manager III - IT Program/Project Senior Delivery Manager

What you'll do:
The IT Delivery Manager III is a delivery leader within the IT Strategy, Planning and Operations (SPDO) organization responsible for end-to-end delivery execution across one or more IT portfolios. This role provides direct people leadership and mentorship for Project Managers and Scrum Masters, drives consistent delivery practices in a hybrid Agile environment, and serves as a change agent and coach for technology leaders and delivery teams.
The IT Delivery Manager III leads and facilitates portfolio-level planning and execution (including PI Planning for assigned portfolios), ensures delivery health and reporting are accurate, timely, and audience-appropriate, and proactively manages risks, dependencies, and delivery outcomes. This role partners closely with Technology, Product, and Business stakeholders to improve predictability, transparency, and delivery performance-without being accountable for engineering design or software development decisions.
  • Own delivery execution across one or more IT delivery portfolios, ensuring work is planned, prioritized, sequenced, and delivered predictably.
  • Establish and maintain portfolio delivery governance (cadences, checkpoints, RAID routines, and escalation paths) aligned with PMO standards.
  • Drive alignment between strategic priorities and delivery capacity; help leaders make trade-off decisions when scope, timelines, and resources conflict. Act as first line of contact for escalation across assigned IT portfolios.
  • Become a trusted leader to IT leaders and managers for assigned portfolio embedding SPDO practices and standards ensuring execution aligns with PMLC, SDLC, IT PMO, Enterprise Portfolio Management and Change Management requirements.
  • Lead PI Planning for assigned portfolios: facilitate readiness, dependency mapping, capacity planning, and objective setting and ensure ongoing execution against PI objectives, with clear visibility to progress, risks, and outcomes.
  • Coach teams and leaders in hybrid Agile practices and drive change management efforts related to new ways of working (Scrum), focusing on practical adoption and measurable improvements.
  • Directly manage and mentor Project Managers and Scrum Masters; set expectations, develop skills, and improve performance through coaching and feedback.
  • Enhance delivery capability across the organization by developing employee onboarding curriculum, job aids, standards, and training aligned to PMO operating model.
  • Support talent management activities including interviewing, onboarding, performance management, succession planning, and engagement.
  • Responsible for bi-weekly/monthly portfolio level delivery reporting translating delivery data into clear insights: health, forecast confidence, risks/issues, dependency impacts, and decision points. Create and publish required metrics to support Agile teams' continuous improvement.
  • Partner with portfolio managers to support planning, forecasting, and actuals reporting for work inside of assigned portfolios. Contribute business cases, delivery estimates, and execution plans as needed to support investment decisions.

What you'll need:
  • 7 + years of experience in technology delivery, program/project management, Agile delivery, or PMO leadership roles.
  • Bachelor's degree in related field required.
  • Intermediate to advanced experience in managing Project Managers, Scrum Masters, Delivery Leads, or similar roles while ensuring high quality delivery of complex products or services.
  • Experience facilitating Quarterly/PI Planning and/or enterprise planning cadences in a hybrid Agile environment.
  • Strong command of delivery management disciplines (planning, forecasting, RAID, dependency management, governance cadences, financial management and executive reporting). Expert knowledge in Agile, hybrid, and waterfall delivery models.
  • Advanced speaking and writing communication skills, with proven ability to tailor messages for executives and practitioners.
  • Relevant certifications (one or more): PMP, PMI-ACP, CSM/CSPO, SAFe (e.g., SPC, RTE, SASM), or equivalent preferred.
  • Experience with portfolio/reporting tools (e.g., Azure DevOps, Planview, Jira/Confluence, MS Project, Power BI preferred.
  • Intermediate knowledge of general Financial Services or Banking is preferred.
  • Intermediate knowledge of applicable regulatory and legal compliance obligations, rules and regulations, industry standards, and practices.
  • Intermediate to advanced experience with the execution of KPIs and timelines with proven ability to analyze a variety of data and summarize findings in applicable reports or other communication mediums. Utilize data to identify areas of improvement and opportunities for growth by collaborating with business and technical teams.
  • In office four days a week minimum and may require up to 25% travel.
