Related is launching a transformative new affordable housing development in Willets Point, Corona, Queens - and we’re looking for a detail-driven, mission-focused Compliance Manager (Temporary) to play a critical role in this milestone project. In this key position, you’ll lead all compliance efforts related to the LIHTC lease-up phase, ensuring 100% adherence to federal, state, and local housing regulations. You’ll work alongside leasing, operations, and social services teams to guarantee a smooth, timely, and fully compliant move-in experience for hundreds of new residents.

The Compliance Manager is responsible for leading the compliance strategy and execution for 461 Low Income Housing Tax Credit (LIHTC) units within an 881-unit affordable housing development. This role will manage a team of 6–10 Compliance Specialists during the initial lease-up, ensuring compliance with all federal, state, and local regulations, including LIHTC, HOTMA, and agency-specific guidelines. The Compliance Manager will also be directly responsible for reviewing up to 150 resident files per week prior to submission to the appropriate city agency for final approval.

Key Responsibilities include:

Leadership & Team Oversight

  • Supervise and support a team of 6–10 Compliance Specialists throughout the lease-up process.
  • Provide ongoing training and performance management to ensure staff are proficient in LIHTC regulations, HOTMA implementation, and internal compliance protocols.
  • Set weekly goals and workflows to keep pace with unit delivery and occupancy timelines.
  • Train staff on annual recertification procedures and regulatory compliance across subsidy types.

File Review & Quality Assurance

  • Conduct detailed initial reviews of up to 150 files per week, ensuring accuracy, completeness, and program eligibility prior to submission to regulatory agencies.
  • Establish a standardized review process and QA checklist to streamline file approvals and reduce error rates.

Program Compliance

  • Maintain a strong understanding of all compliance requirements for units restricted between 30%–80% AMI.
  • Stay current on evolving regulatory guidance, including HOTMA, and ensure policy implementation is timely and consistent.
  • Assist with resolution of compliance flags or agency inquiries in a timely and professional manner.

Agency Coordination

  • Serve as the primary compliance liaison to city housing agencies for file submissions, approvals, and audits.
  • Ensure timely responses to audit findings and implement corrective action plans as necessary.

Workforce Housing Support

  • Provide guidance and file review support to the moderate-income workforce housing team as needed, including units restricted to 100%–120% AMI.
  • Assist with ensuring consistency in documentation and income qualification processes across both low-income and workforce units.
  • Help train or cross-support team members working on workforce housing during peak periods or vacancy turns.

Reporting & Administration

  • Maintain accurate records of application statuses, approvals, and rejections.
  • Prepare regular reports on lease-up progress, file readiness, and compliance trends.
  • Support in the development of site-specific compliance policies and procedures.

Compensation:

$90,000 - $95,000 + Discretionary Bonus

Qualifications
