POSITION CONCEPT
The Joint Use Field Tech supports the implementation of all foreign pole attachment permit requests including both engineering and construction. Supports the management of double pole work, pole audit work, PSC variance analysis, and National Joint Utilities Notification System (NJUNS) related work. Represents Joint Use related matters involving customers, contractors, developers, vendors and governmental agencies. Performs pre/post construction inspections for Tampa Electric (TEC) and Joint Use Construction related to foreign attachment permitting. Performs assignments independently with limited guidance and direction, taking appropriate action to resolve technical issues.
ADVANCEMENT WITHIN PROGRESSION

Advancement is not automatic, i.e. based solely on time in the job, but will be based on direct observation of the employee's performance, accomplishments, qualifications, and the business and/or technical needs of the department.
1.) JOINT USE FIELD TECH
PRIMARY DUTIES AND RESPONSIBILITIES
  1. Responds to permit requests for joint use pole attachments, conducts inspections of make-ready construction to ensure work on the TEC transmission and distribution system has been completed as designed for Joint Use attachments. (30%)
  2. Conducts inspections on "double pole" work, ensuring the original pole is clean of all attachments and ready to be removed. Utilizes NJUNS to notify third parties of the necessity to transfer or remove attachments. (30%)
  3. Serves as liaison to interested parties in proposed joint use of TEC's facilities, meeting with customers, engineers, contractors, other utilities, government agencies and other TEC departments eReviews field inspections, and performs conflict resolution seeking the elimination or correction of code and contract violations. (20%)
  4. Facilitates meetings with vendors and constituents to coordinate and resolve all operations issues. (15%)
  5. May serve as a back-up to the Joint Use Field Tech Sr in addressing key Joint Use topics such as audits, contract negotiations, legal coordination, and billing. Documents work progress, meetings and financial calculations. (10%)
  6. Follows-up with customers and internal departments to ensure timely completion of work requirements. (10%)

RELATIONSHIPS
Key Internal: Works closely with all departments within TEC that are involved with transmission and distribution planning, engineering, construction, and maintenance, including Real Estate. Works closely with General Accounting on the billing and payment of joint use and permit fees.
Key External: May include contractors and vendors used by the Joint Use department.
QUALIFICATIONS
Education
Required: High School Diploma or equivalent.
Related Experience
Required: 3 years of related work experience in an electric/telecom utility environment.
Preferred: Experience inprogressively more complex roles and technical assignments.
Knowledge/Skills/Abilities (KSA)
Required:
  • Technical aptitude and computer literacy in the utilization of various computer applications as tools to efficiently complete day-to-day job assignments is required. Applications include, but are not limited to: WORKPro, Microsoft Office (Word and Excel), NJUNS, and SPIDA (pole data software application).
  • Must possess a working knowledge of both power and communication design/construction practices, and the ability to analyze construction prints (e.g. FDOT highway design drawings, CATV and telecommunications design drawings, etc.).
  • Must be familiar with the terms and conditions of agreements between electric utilities and the licensees that place attachments on TEC structures, as well as all FCC, NESC and TEC general rules and specification requirements governing joint use.
  • Must have working knowledge with work requests in accordance with a transmission & distribution work management system (i.e. WORKPro) and prescribed accounting principles.

Preferred:
  • Ability to assist with drafting, editing, and negotiating contractual agreements.

2.) JOINT USE FIELD TECH SR
POSITION CONCEPT
The Joint Use Field Tech Sr supports the implementation of all foreign pole attachment permit requests including both engineering and construction. Supports the management of double pole work, pole audit work, PSC variance analysis, and National Joint Utilities Notification System (NJUNS) related work. Represents Joint Use related matters involving customers, contractors, developers, vendors and governmental agencies. Acting with limited direction, negotiates, directs and implements all joint use pole attachment engineering and construction on behalf of Tampa Electric Company (TEC). Applies advanced knowledge or understanding of functional area, in performing complex tasks involving standard engineering or analytical techniques, procedures and criteria with minimal supervision. May perform independent assessments, reports and evaluations, applies new techniques to functional area.
ADDITIONAL DUTIES & RESPONSIBILITIES
  1. Receives and reviews Joint Use Permit Application and initiates work requests. Evaluates construction options to determine the most practical utilization of our transmission and distribution system for joint use attachments, while meeting TEC customers' needs. Prepares and approves Work Requests in accordance with Energy Delivery's work management system and prescribed accounting principles. (20%)
  2. Determines need for Joint Use attachment "make-ready" work, identifying existing code violations in the field, determining responsible party and coordinating corrective action. Ensures cost recovery for TEC if applicable. (20%)
  3. Oversees the design/engineering of all "make-ready" work, producing all design sketches and Work Requests packages. Using sound engineering practices, determines the most efficient, cost-effective engineering design to serve customer needs while complying with company specification, technical and safety guidelines/manuals, and regulatory codes and requirements. (20%)
  4. Serves as project leader for Joint Use construction and for contracted engineering services for high profile projects. Initiates and coordinates work with appropriate TEC groups, tracks and documents progress of construction through completion; schedules and monitors post-inspection to verify compliance achieved; and verifies construction prints to reflect new attachments with appropriate coding. (20%)
  5. Networks and represents company at conferences and on related external committees to drive key issues for company success. (10%)
  6. Performs special projects, inter-intra department technical training and/or team development, and in the absence of the Supervisor/Manager. (10%)
