GENERAL SUMMARY: Reports directly to the VP of Field Operations(VPFO). Manages and oversees all staff and activities associated with the execution of Field Operations contracts and staff activities, and providing leadership, clear direction and mentoring to the Field Operations Team. Implements direction of Field Operations functions and business units including planning, vendor management, product and service provision, new business coordination including business development, teaming and proposals. Assists the VPFO in the development and implementation of organization policies and goals for the Field Operations group that address operations, personnel, financial performance, quality control, and growth.
PRINICIPAL DUTIES/RESPONSIBILITIES:
  • Meet regularly with Program Managers, monitor tasks, resources, risks and financial budgets to assist the VPFO to make timely critical decisions needed to meet the overall scope, budget and objectives of ESN.
  • Appraise and evaluate the results of overall operations and business development regularly and systematically, and report results to the VPFO.
  • In collaboration with the VPFO, implement overall leadership and strategy to the Field Operations departments.
  • Assist direction of Field Operations to achieve budgeted results and other financial criteria. Monitor operation processes and performance metrics and take proactive action to correct financial, quality and schedule variances.
  • Interface with stakeholders and collaborates with other functional areas to deliver program and company results that achieve business goals and objectives and ensure all activities adhere to contract obligations in being responsive to customer needs and market opportunities.
  • Direct the development and installation of procedures and controls, to promote communication and adequate information flow to solidify management awareness, control, and direction of Field Operations.
  • At the direction of the VPFO establish and implement operating policies consistent with the President/COO and CEO's broad policies and objectives and ensure their adequate execution.
  • Implements, administers, and coordinates ESN's operational and business development activities in accordance with the policies, goals, and objectives established by the VPFO, President/COO, CEO and Board of Directors.
  • Assist the VP of Field Operations in development of annual operating and overhead expenditure budgets for review and approval by the President/COO. Participate in the development and preparation of short- and long-term plans and budgets based upon broad organizational goals and objectives.
  • In collaboration with the VPFO, provide direction and contribute to and provide support of strategic planning, budgeting, business development, teaming and proposals.
  • Develop and manage internal relationships, establishing rapport with key stakeholders to ensure client satisfaction.
  • Meet regularly with Field Operations Staff and hold them accountable for the daily tasks that must be accomplished and ensure prioritization of tasks and assets as required to maintain cost, quality, and schedule.
  • Development and implementation of process improvement initiatives supporting ISO 9001/CMMI standards, ensuring all program activities are executed in accordance with established processes and procedures.
  • Collaborate with the VPFO to develop improved processes, best practices, and metrics for group wide implementation. Ensure business system processes are implemented to maximize effectiveness, and the utilization of ESN's quality control and ISO standards.
  • Provide management, training, and oversight of all Field Operations staff functions. Ensure compliance with Human Resources, Accounting, Contracts, Health and Safety, and ESN Quality Control policies, systems, and processes. Provide recommendations to the VPFO on capital expenditure projects that support quality, cost improvement, and the objective s of the operations group.
  • Ensure all activities and operations performed are in compliance with local, state, and federal regulations and laws governing business operations.
  • Other duties as assigned by the VPFO.

Job Requirements
EDUCATION AND EXPERIENCE:
  • Bachelor's Degree in business or engineering discipline. Typically requires a minimum of 15 years' Program Management experience. • Typically requires a minimum 10 or more years of technical experience in assigned business area, to include 10 or more years of supervisory experience. • Must be a US citizen. • Must have a SECRET Security Clearance. • Knowledge of ISO 9001 and CMMI operating environments.
