Role description:
Arcadis is seeking a mid-level Field Inspector to join our Resilience Water Construction Management Team in Phoenix, Arizona. One of the primary projects for this role is an Advanced Metering Infrastructure meter replacement project in the Phoenix area. This Field Inspector role would be responsible for overseeing, inspecting, and verifying the quality, accuracy, and compliance of water meter installations and replacements. This role ensures field work meets utility standards, manufacturer specifications, safety requirements, and project schedules while minimizing customer impacts and mitigating risks related to billing accuracy, leaks, and installation defects.
We also have projects of various types that this role will contribute to including construction and/or reconstruction projects for municipal water and wastewater treatment, pump stations, pipelines and other heavy civil construction projects.
This is an exciting opportunity for a self-motivated individual to join our local team. Both full-time and part-time as needed employment opportunities will be considered. The Field Inspector will report to a Construction Manager and will be primarily based in the field and will provide regular updates on construction activities.

AMI Field Inspector Responsibilities:
Field Inspection & Quality Assurance
  • Inspect water meter installations and replacements to confirm compliance with approved designs, manufacturer specifications, and utility standards.
  • Verify proper meter type, size, orientation, programming, register configuration, and endpoint/AMI device pairing.
  • Inspect meter boxes, vaults, lids, setters, backflow components, and service connections for workmanship and safety.
  • Confirm leak-free installation, proper sealing, and restoration of disturbed surfaces.

AMI-Specific Oversight
  • Validate correct installation and activation of AMI meters, endpoints, and communication devices.
  • Verify meter commissioning, data transmission, and alignment with asset and customer information systems.
  • Identify and document installation issues that could impact data accuracy, billing, or system performance.
  • Coordinate with installation contractors, utility staff, and project managersand communicate inspection findings clearly and professionally to field crews.
  • Support customer issue resolution related to meter installation concerns or observed anomalies.

Safety & Compliance
  • Ensure contractor and internal crews comply with safety regulations, traffic control plans, and utility policies.
  • Identify hazardous conditions and require corrective action before work acceptance.
  • Confirm field activities align with local, state, and utility regulatory requirements.

Documentation & Reporting
  • Maintain detailed inspection records, including photos, measurements, and corrective actions.
  • Document non-conforming work, track resolutions, and support acceptance or rejection decisions.
  • Provide daily or weekly inspection reports to project managers and utility stakeholders.
  • Support audit trails for quality, safety, and regulatory compliance.

Other General Construction Inspector Responsibilities as assigned
  • Uphold quality assurance requirements and methodologies while monitoring code compliance matters.
  • Inspecting and identifying deviations from general compliance with Contract Documents, effectively communicating required corrections to the contractor in a clear and professional manner.
  • Reviewing submittals and other construction documents to propose technical solutions.
  • Regular attendance and active participation in construction meetings, safety updates, and project site coordination meetings are expected.
  • Monitoring and documenting contractor resource utilization for field changes, time and material work, and assisting in negotiating basic field construction changes.
  • Verification of equipment and materials installation for payment purposes, maintenance of Payment Quantity documentation, and performing necessary mathematical calculations during inspection activities are integral aspects of the position.
  • During daily inspections, the inspector must ensure compliance with Arcadis' project safety guidelines.

Required Qualifications:
  • 3 - 5 years inspection experience in water utility operations, metering, construction inspection, or AMI deployments.
  • Direct experience with water meter installations or AMI programs strongly preferred.

Key Skills and Attributes:
The candidate will bring hands-on experience with construction inspection activities, with preferred background in water distribution, metering, wastewater systems, pump stations, and water/wastewater pipeline construction or rehabilitation. You will demonstrate strong oral and written communication skills and the ability to organize and interpret large volumes of data. You need to be skilled in identifying and analyzing challenges while developing innovative, math-driven solutions. Ability to excel at managing multiple priorities with effective time-management practices will be key. Proficiency in MS Office Suite, including Excel, Word, SharePoint, and Outlook will also be needed.
Preferred Qualifications:
  • Ability to lift 50 lbs
  • Willing to use personal vehicle for site visits; mileage reimbursed at federal government rate
  • Experience in either one or multiple trades: civil/site, concrete, structural, mechanical, process equipment, HVAC, electrical and/or instrumentation.
  • Continuing Education Diploma or Certification in Construction related area, Associates Degree in Civil Engineering Technology, Construction, a related field of study or area
  • NICET certification is a big plus.
  • OSHA 10 Safety and Confined Space Entry Training.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
