Position Title - Navy Financial Analyst (Salary range: $125,000-$133,500)

 

Position Overview

Herdt Consulting is seeking an experienced Navy Financial Analyst to provide financial management, budget execution, analysis, and administrative support to the U.S. Navy. This role will support Navy financial planning, programming, budgeting, execution, reconciliation, and reporting activities while helping leadership evaluate requirements, monitor execution, and maintain accurate financial documentation.

Key Responsibilities

  • Provide financial management analysis and support to Navy stakeholders across program planning, programming, budgeting, and execution activities.
  • Review and prepare POM documentation, impact statements, issue/point papers, financial program plans, POA&Ms, budget exhibits, and supporting financial analyses.
  • Conduct financial and risk analyses, evaluate program requirements, and develop recommendations and alternatives to support financial decision-making.
  • Monitor and analyze obligations, expenditures, commitments, disbursements, and contractual financial execution using official and supporting accounting records.
  • Prepare reprogramming requests, reclamas, ledger reports, financial tracking documentation, budget justifications, and other financial reports and presentations.
  • Research and resolve financial discrepancies, including problem disbursements, undistributed disbursements, and negative unliquidated obligations, and reconcile financial information across accounting systems.
  • Prepare briefs, correspondence, and responses to Navy, DoD/OSD, Congressional, and other government requests for financial information while maintaining documentation in accordance with applicable Financial Management Regulations (FMR).
  • Participate in IPTs, working groups, advisory boards, and audit teams and coordinate with government financial management organizations and other stakeholders.

 

 

Required Qualifications

  • 10+ years of relevant professional experience in financial analysis, financial management, data analysis, statistical analysis, or a closely related field.
  • Demonstrated financial management experience with ERP-specific knowledge.
  • Experience performing financial analysis, reconciliation, reporting, and financial data validation.
  • Experience monitoring and analyzing financial execution, including obligations and expenditures.
  • Ability to research financial discrepancies, identify root causes, and coordinate resolution.
  • Experience preparing spreadsheets, financial reports, presentations, briefs, and supporting documentation.
  • Strong written and verbal communication skills with the ability to work directly with government and program stakeholders.

 

Preferred Qualifications

  • Previous U.S. Navy, DoD, or federal financial management experience.
  • Experience supporting PPBE, POM development, budget formulation, financial execution, or reprogramming activities.
  • Hands-on experience with Navy ERP or another federal ERP/accounting system.
  • Experience with federal financial systems and tools such as SABRS, G-Invoicing, WAWF, PIEE, DEAMS, EDA, or similar platforms.
  • Familiarity with DFAS transactions, federal financial regulations, audit readiness, internal controls, and financial reconciliation.
