Disaster Recovery Public Assistance Specialist - Reservist (On-Call)

When communities are impacted by hurricanes, floods, wildfires, tornadoes, and other major disasters, recovery takes more than funding-it takes experienced professionals who can help restore critical infrastructure, navigate complex recovery programs, and support long-term resilience.

At ICF, our Disaster Management team partners with federal, state, tribal, territorial, and local governments to help communities recover and rebuild. We support disaster recovery programs that restore essential public services, strengthen infrastructure, and help communities emerge stronger following catastrophic events. We are seeking experienced Public Assistance professionals to join our On-Call Reservist team and support disaster recovery efforts across the country. The focus on community recovery, infrastructure restoration, and helping clients navigate federal recovery programs aligns with ICF's Disaster Management talent attraction messaging.

This is a U.S.-based, on-call position that may require travel to client sites, field locations, and disaster recovery operations for multi-week assignments.

About On-Call Employment with ICF
Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.

What You'll Do
Support FEMA Public Assistance program delivery and disaster recovery operations.
Develop, review, and analyze FEMA Project Worksheets and supporting documentation.
Provide guidance on FEMA policies, regulations, and program requirements.
Partner with federal, state, tribal, territorial, and local stakeholders throughout the recovery process.
Resolve project and program issues while maintaining quality, compliance, and customer service standards.
Maintain accurate project documentation, reporting, and records.
Support recovery initiatives that help communities restore critical infrastructure and public services.

Required Qualifications
2+ years of experience supporting FEMA Public Assistance, FEMA Hazard Mitigation, or comparable state or local disaster recovery programs.
2+ years of experience reviewing, developing, or analyzing FEMA Project Worksheets.
3+ years of professional work experience.
Ability and willingness to travel by air and vehicle with limited notice to support disaster recovery operations.
Valid U.S. driver's license and ability to successfully pass a Motor Vehicle Records (MVR) check.

Preferred Qualifications
Bachelor's degree.
FEMA certifications or relevant FEMA coursework.
Experience interpreting and applying FEMA Public Assistance policy, guidance, and regulations.
Experience supporting disaster recovery operations involving complex programmatic or stakeholder considerations.
Experience working with federal, state, tribal, territorial, or local government partners.
Experience in grants management, infrastructure recovery, construction, public works, engineering, architecture, environmental services, or related disciplines.
