Job description

Manager - Telecommunications Compliance
Remote (Eastern Time Preferred)
A rapidly growing Telecommunications technology organization is seeking a Compliance Manager to lead federal and state telecommunications regulatory compliance activities across multiple operating entities. Reporting to senior finance leadership, this role will serve as the subject matter expert for telecommunications compliance, regulatory reporting, and related indirect tax matters.
This is a highly visible position that partners closely with Accounting, Finance, Legal, Operations, Product, and Revenue teams to ensure compliance with evolving telecommunications regulations while supporting business growth.
Key Responsibilities
  • Manage telecommunications regulatory compliance programs across multiple legal entities that provide telecommunications and cloud-based communication services.
  • Prepare, review, and oversee federal telecommunications filings, including FCC Forms 499-A and 499-Q, and related Universal Service Fund (USF) obligations.
  • Coordinate state public utility commission (PUC) registrations, filings, remittances, and ongoing compliance requirements.
  • Serve as the primary point of contact for telecommunications audits, examinations, and regulatory inquiries.
  • Monitor changes in federal and state telecommunications regulations and assess business impact.
  • Partner with internal stakeholders to ensure proper compliance treatment of new products, services, and offerings.
  • Oversee third-party compliance vendors and external advisors to ensure timely and accurate filings.
  • Support telecommunications tax determination processes, including product and SKU mapping within tax engines.
  • Maintain compliance documentation, filing calendars, and reporting processes.
  • Provide regular compliance updates and risk assessments to finance leadership.

Qualifications
  • Bachelor's degree in Accounting, Finance, Business, Legal Studies, or related discipline.
  • 5+ years of telecommunications regulatory compliance experience.
  • Experience with FCC Form 499-A, 499-Q, and related USF reporting requirements.
  • Knowledge of federal and state telecommunications regulations and filing obligations.
  • Experience working with state public utility commissions (PUCs).
  • Understanding of telecommunications surcharges, fees, and indirect tax requirements.
  • Experience supporting regulatory audits and compliance reviews.
  • Familiarity with telecom tax engines such as SureTax, Avalara, CereTax, or similar platforms.
  • Strong analytical, organizational, and project management skills.
  • Ability to effectively collaborate across finance, legal, operations, and commercial teams.

Preferred Qualifications
  • Experience within telecommunications, VoIP, UCaaS, cloud communications, technology, managed services, or related industries.
  • Experience managing third-party compliance providers.
  • Exposure to ERP systems such as NetSuite.
  • CPA, CMI, or other relevant certification is a plus.
