ProSidian Seeks a Federal Energy Strategic Support Program Manager to support requirements for consulting and technical support for planning, designing, developing and implementing The Federal Agency's Energy Strategic Plan, performance measurement, metric development and reporting for The Federal Agency's Energy and strategic and performance management forums. The requirement includes the development of The Federal Agency's strategic planning methodology and procedures as outlined in the DLA Governance Process to track and monitor its business processes from a strategic level.
US Federal Combat Support Agency and other US Gov. Federal Entities. Overall client service serves to enhance Strategic Management Systems (SMS) across the Federal governance framework for logistics transformation, strategic measurement, and performance management. The Federal Energy Strategic Support Program Manager will contribute to short and long-range planning of the US Fed Gov. Strategic Management Systems and Strategic Plan and it's various short and long-range agency organizational goals, performance measures, and strategic initiatives using the agency approved methodology.
US Federal Combat Support Agency is the Department of Defense's logistics combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as several civilian agencies and foreign countries. The Federal Energy Strategic Support Program Manager will serve a key role in providing consulting and technical support for planning, designing, developing and implementing the Fed Gov. Energy Strategic Plan, performance measurement, metric development and reporting for Energy and strategic and performance management forums.
The client engagement requirement also includes the development of and support for the strategic planning methodology and procedures as outlined in the Agency's Governance Process to track and monitor its business processes from a strategic level. ProSidian Engagement Teams (with support from The Federal Energy Strategic Support Program Manager) shall provide support services in the following consulting and technical areas: (1) Strategic Planning Support, (2) Development of the Agency-Energy Strategic Plan (3) Development of the Enterprise Business Plan, (4) Subject Matter Expertise Consulting Services (5) Project Management.
Federal Energy Strategic Support Program Manager Scope Of Work

  • Assist in the development, implementation, and execution of SMPI initiatives.
  • Enhance the Strategic Planning and Reporting capabilities of the Strategy Management and Process Improvement Office (SMPI) Office and provide experienced and knowledgeable support staff for Strategic Plan implementations and executions in a Government arena.
  • Have a broad knowledge and understanding of fed Govt and US military Energy operations, a close familiarity with Defense Logistics Agency's strategic tools and processes and understand how the DLA's strategic tools and processes impact DLA Energy.
  • Participate as a Subject Matter Expert and collaborate with teams for development, implementation and performance measurement of SMPI initiatives.
  • Perform data analytics as necessary to support recommendations related to SMPI initiatives.
  • Provide both commercial and federal energy (oil and gas) industry insight.
  • Provide business smart and operationally sound process improvements, and help determine the most cost-effective and cost-efficient processes for supporting the Combatant Commands (CCMD) and Military Services in their petroleum operations.
  • Provide data analytics capabilities including Visual Basic for Applications (VBA) coding, mass data cleansing, input process streamlining, automation, and dash-boarding.
  • Provide staff support to the various programs managers within the Strategy Management and Process Improvement Office (SMPI) Office.
  • Provide support services in the following consulting and technical areas: (1) Strategic Planning Support, (2) Development of the DLA Energy Strategic Plan (3) Development of the Enterprise Business Plan, (4) Subject Matter Expertise Consulting Services (5) Project Management.
  • Provide support to other Energy forums, such as the Monthly Management Review (MMR), Agency Performance Review (APR), Executive Board (EB), Strategic Plan Working group (SPWG), Enterprise Operations Planning (EOP) Council, Major Supporting Command (MSC) roundtable meetings and other such meetings or forums where performance measurement is required.
  • Provide tools and techniques to maintain, update, refine, and track The Agency's Energy's Strategic Plan.
Qualifications

Experience and Skillset required For The Federal Energy Strategic Support Program Manager:

  • DLA Energy Program Management (PM) experience required (Similar DoD or Agency Level PM experience may be acceptable) Industry approved PM certification
  • Demonstrated skills and experience in compiling reports, metrics data, and other administrative functions; and shall have experience in building and maintaining effective working relationships with a wide array of government personnel and organizations. 3 years minimum.
  • Speak, read and write the English language fluently at the college graduate level.


Education and Certifications Required For The Federal Energy Strategic Support Program Manager: 

  • Possess a Bachelor's degree from an accredited four-year academic institution (Masters level preferred).
