We are seeking an experienced and detail-oriented Human Resources professional to join the Oregon Department of Justice (DOJ) Human Resources team as an HR Support Analyst (Human Resource Analyst 1). The Human Resources office within the Administrative Services Division is committed to providing dependable, high-quality support services to all DOJ employees, and this role is an essential part of that mission. As an HR Support Analyst, you will provide seamless HR support to the Senior HR Business Partners on the team. You will coordinate employment processing, monthly employment and compensation reports, and the remote work processes for the agency. In addition, this position will support the Senior HR Business Partners within DOJ in complex investigations, providing note taking and background research and assisting with drafting investigation reports. This position also serves as backup for recruitment and classification and compensation related tasks. This role is ideal for a motivated professional who enjoys problem-solving, building relationships, and supporting others! This position is Limited Duration through June 30, 2027, with the possibility of extension based on agency needs. The agency intends for this position to be filled on a permanent basis in the 2027-2029 biennium pursuant to approved funding. A rotational opportunity may be offered if the best candidate is internal to the State of Oregon. Manager approval is required prior to applying for a rotational opportunity. This position offers a hybrid remote/in-office schedule, with the primary work location in the Justice Building in Salem. Training will take place in person for approximately the first two weeks. After training, this position offers a hybrid remote schedule of one day in office per week with flexibility required for additional in office days based on operational needs. The Human Resources Section and the Administrative Services Division are on an exciting journey to strengthen our team and the services we provide to the agency. State Management Service personnel are responsible for understanding the Department of Justice’s affirmative action goals and objectives and to develop and implement plans to meet them. WHAT YOU WILL DO- Personnel Processing: Process personnel tasks using Workday system. Approve and process job changes, hires, compensation changes in accordance with state policy and collective bargaining agreements. Provide technical assistance to management assistants, division supervisors/managers, & HR staff regarding HR technical support services processes, procedures & requirements. Process hardship transfer actions with support of Senior HR Business Partners. Process position updates such as FTE changes and Big 6 audits. Review and audit position-related information to ensure accurate job classifications and FLSA status. Monthly reports and update processing. Including but not limited to differential tracking. Process and track out of state remote work.
- Labor Relations Support: Serve as note taker for investigations with Senior HR Business Partners. Prepare thorough investigation report background section and appropriate research. Coordinate gathering, reviewing, and redacting documentation for information and personnel file requests. Provide technical and administrative support to the labor relations team.
- Classification and Compensation: Serve as backup to the DOJ Classification/Compensation (CnC) Analyst for classification reviews and recommendations. Work directly with DAS Class/Comp staff. Assist with classification studies as assigned. Assist managers in writing position descriptions, review existing position descriptions upon request, prepare analyses and determine appropriate classification level. Conduct pay equity assessments in collaboration with the CnC Coordinator. Analyze candidate education, level and type of experience, certification and licenses in comparison to classification minimum qualifications and statewide trend data of peers who are performing work of a comparable character. Serve as backup to monthly report processing and updates for CnC.
- Recruitment: Serve as backup to the DOJ recruiters. Advise managers on recruitment and selection methods and procedures. Provide advice in resolving issues arising from the recruitment process and interview design. Work with managers to draft recruitment announcement, review applicants’ materials for minimum qualifications, disposition candidates. This position, additionally, will participate in special projects and other duties as assigned.

A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource professional-level experience related to the position OR Three years Human Resource paraprofessional or technical-level experience. The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience. Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience. AND Must pass reference and background checks Practical Experience applying the following in an HR Environment: Demonstrated experience providing technical and administrative support Demonstrated experience analyzing and manipulating data for reporting purposes Ability to respond to potentially intense and/or sensitive situations with customers using independent judgement to solve problems and protect confidentiality of employee records and information Demonstrated high quality writing skills Must agree to comply with specific security and confidentiality requirements of the Department and its business units
DESIRED SKILLS AND ATTRIBUTES- Experience utilizing spreadsheets for report pulling and manipulating HR-related data
