Job description

Job Summary

Galapagos Federal Systems LLC is seeking a Journeyman-Level Financial Management/Budget Analyst to support the Space Training and Readiness Command (STARCOM) Delta 11 Financial Management Team.
 
The ideal candidate will have demonstrated experience in Department of Defense (DoD) financial management, budgeting, and accounting, preferably within the U.S. Air Force or U.S. Space Force, along with experience supporting both classified and unclassified financial systems and processes.
 
This position provides financial management and budget analysis support across multiple programs within Delta 11’s portfolio. The successful candidate will bring strong analytical and problem-solving skills, exceptional attention to detail, and the ability to manage multiple priorities while delivering accurate, timely financial support in a classified, fast-paced, mission-critical environment.
 
Key Responsibilities
 
The Financial Management Journeyman will:
  • Support the Senior Financial Analyst and Delta 11 staff with day-to-day financial management activities, including budget tracking, execution monitoring, data entry, and financial reporting 
  • Collect, organize, validate, and analyze budget execution data to support recurring financial reports, spend plans, execution reviews, and mid-year assessments 
  • Assist with the preparation, routing, tracking, and reconciliation of funding documents, including AF Form 9s, Military Interdepartmental Purchase Requests (MIPRs), purchase requests, and other financial documentation 
  • Perform financial transactions and support reconciliation activities within the Defense Enterprise Accounting and Management System (DEAMS) and other applicable Department of the Air Force financial systems 
  • Maintain and update spend plans, financial requirements, funding status, and obligation forecasts within the Comprehensive Cost and Requirements System (CCaRS) 
  • Conduct routine reconciliation of commitments, obligations, expenditures, and available balances, identifying discrepancies and coordinating corrective actions under the guidance of senior financial management personnel 
  • Maintain financial tracking tools, spreadsheets, supporting documentation, and electronic records to ensure accuracy, completeness, traceability, and audit readiness 
  • Gather, organize, and maintain supporting documentation for Financial Improvement and Audit Readiness (FIAR) activities, audits, reviews, and internal control requirements 
  • Assist in developing financial briefings, reports, spreadsheets, charts, and presentation materials for budget reviews, Financial Working Groups, and other leadership engagements
  • Coordinate with internal and external stakeholders to obtain financial data, resolve routine discrepancies, and support the timely execution of Delta 11 funding requirements

Skills and Experience
 
The Financial Management Journeyman must have:
  • Active Secret security clearance
  • 5+ years of relevant DoD experience, including experience working in classified environments 
  • Demonstrated experience in DoD financial management, budgeting, accounting, or resource management, preferably supporting the U.S. Air Force or U.S. Space Force 
  • Working knowledge of DoD and Department of the Air Force financial management processes, including budget formulation, budget execution, funds control, reconciliation, and financial reporting 
  • Familiarity with U.S. Air Force and U.S. Space Force organizational structures, missions, and financial management processes
  • Experience using DoD and Department of the Air Force financial management systems and tools, preferably including DEAMS and CCaRS
  • Experience preparing, processing, tracking, and reconciling AF Form 9s, MIPRs, purchase requests, and other financial documentation
  • Knowledge of Financial Improvement and Audit Readiness (FIAR), audit readiness, internal controls, and financial documentation requirements within a DoD environment
Education and Certifications
 
The Financial Management Journeyman must meet the following:

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
