Position Overview

Valor 3 Services is seeking an experienced Senior Program Engineer โ€“ Test & Evaluation to support a high-visibility Department of Energy national security modernization program. This position provides engineering expertise in the planning, coordination, and execution of system-level testing and technical verification activities supporting complex national security initiatives.

Working directly with Federal Program Managers and senior engineering leadership, the selected candidate will help ensure technical requirements are validated through disciplined test planning, execution, analysis, and documentation. This role requires a collaborative engineer who can integrate with multidisciplinary teams while supporting critical engineering and program objectives.

Key Responsibilities

As a Senior Program Engineer โ€“ Test & Evaluation, you will:

  • Provide technical support to Federal Program Managers and engineering leadership on system test and evaluation activities.
  • Assist with planning, coordinating, and monitoring system-level mechanical and electrical testing.
  • Support development, review, and execution of test plans, procedures, and technical documentation.
  • Verify engineering requirements through structured testing and validation activities.
  • Analyze test results and technical data to identify trends, issues, and recommended corrective actions.
  • Coordinate engineering efforts across multiple government organizations, laboratories, contractors, and stakeholders.
  • Participate in Integrated Product Team (IPT) meetings, technical reviews, and engineering working groups.
  • Track technical risks, testing milestones, action items, and program deliverables.
  • Support systems engineering activities including requirements management, interface coordination, and technical integration.
  • Prepare technical reports, executive briefings, presentations, and engineering documentation.
  • Contribute to continuous process improvement initiatives that enhance program execution and engineering performance.
  • Perform additional engineering and technical support activities as assigned.
Required Qualifications
  • Bachelorโ€™s degree in Engineering, Science, or a closely related technical discipline.
  • Degrees in Program Management, Project Management, Business, or similar disciplines may be considered with significant directly related experience.
  • Active DOE Q Clearance or DOE Top Secret Clearance.
  • Minimum 10 years of engineering, systems engineering, or technical program experience supporting complex government programs.
  • Experience supporting system-level testing, engineering verification, or technical validation activities.
  • Strong understanding of systems engineering principles, requirements management, and technical integration.
  • Experience with project scheduling, technical risk management, and engineering lifecycle processes.
  • Excellent analytical, organizational, and problem-solving skills.
  • Outstanding written and verbal communication skills, including experience preparing executive-level briefings and technical documentation.
  • Ability to work independently while collaborating across multidisciplinary engineering teams
Preferred Qualifications

Preference will be given to candidates with experience in one or more of the following areas:

  • Planning and executing complex system-level mechanical and electrical testing.
  • Engineering verification and validation activities.
  • Test readiness reviews and technical assessments.
  • Development of engineering test plans and procedures.
  • Analysis of test data and performance evaluation.
  • Department of Energy or National Nuclear Security Administration programs.
  • Large-scale Federal engineering or modernization initiatives.
  • Manufacturing, production, or engineering operations within government or highly regulated industries.
  • Technical program integration across multiple organizations.
