DigitalCM is seeking a Senior Federal / DoD Proposal Writer (On-site Tampa, FL)

Job Description

DigitalCM is currently expanding their federal business development capability and are seeking an experienced Senior Federal / DoD Proposal Writer who can take complex technical capabilities and translate them into clear, compliant, evaluator-focused federal proposals. This is not a general marketing or commercial copywriting position. We are looking for someone who understands the federal acquisition and proposal environment, preferably with substantial Department of Defense experience. We rapidly respond to federal contract opportunities and need a proactive Proposal Writer to spearhead RFP preparation and compliance.


Job Summary


  • Review RFPs, RFIs, and Sources Sought notices to determine eligibility and win probability
  • Compose, refine, and review drafts of proposal responses, encompassing executive summaries, technical, management, past performance, as well as white papers, responses to Requests For Information (RFIs), and marketing materials
  • Translate complex technical concepts into clear, concise, and user-friendly documentation
  • Interpret contract requirements and communicate compliance approach in both verbal and meeting presentation format
  • Interview executives, technical SMEs, instructors, developers, and program personnel to obtain required proposal information.
  • Convert technical concepts into concise, persuasive, evaluator-focused proposal language.
  • Develop technical, management, staffing, past-performance, corporate-experience, and executive-summary content.
  • Tracking anticipated solicitations, recompetes, RFIs, Sources Sought notices, and agency forecasts.
  • Supporting bid/no-bid decisions.
  • Helping position DigitalCM capabilities against anticipated government requirements.
Job Qualifications
  • 5+ years of professional federal proposal-writing experience, with preference given to candidates with 7–10+ years.
  • Demonstrated experience writing proposals for U.S. Government customers.
  • Strong understanding of the federal acquisition and competitive proposal process.
  • Experience interpreting and responding to Sections L and M, PWS/SOW/SOO requirements, evaluation factors, and proposal instructions.
  • Experience developing compliance matrices and annotated proposal outlines.
  • Demonstrated ability to write technical and management proposal volumes.
  • Experience developing past-performance and corporate-experience narratives.
  • Excellent technical writing, editing, grammar, organization, and document-management skills.
  • Ability to manage multiple deadlines and rapidly changing proposal requirements.
  • Ability to work directly with technical SMEs and convert interviews and technical material into polished proposal content.
  • Strong Microsoft Word and Microsoft Office skills.
  • Ability to work with sensitive company and government-related information.
  • Must be eligible to obtain a Security Clearance (U.S. Citizenship Required)
  • Comply with the provisions of the corporations Standard Practice Procedures manual and DoD 5220.22-M when handling classified material to include generating, marking, storing, handling, and destroying of classified material
