Job Description
PURPOSE OF POSITION:
Primary responsibility is to oversee, direct, and execute capital projects.
Duties and Responsibilities:
Provides oversight, direction, and coordination for assigned projects or project related efforts, which includes managing project design processes, conducting environmental studies and permitting processes; planning and coordinating internal force account work and coordinating contract development for construction by contractors and construction management contractors; and developing quality assurance programs for said contracts. Anticipates, develops and controls changes to projects and related contracts, budget estimating, development, management and execution (payment reviews, prioritization and re-allocation. Provides oversight for compliance with ARRC, state and federal regulations concerning the environment, contract execution, labor regulations, and railroad operational and occupational safety rules. Manages projects as assigned including scope, schedule, and budgets. Manages contractors and coordinates other ARRC staff as required for the delivery of capital projects.
Assists department managers in developing plans for assigned projects funded by federal and state grants or internal capital funds. A project plan may include: analyzing and formulating project concepts, goals, schedules, cost estimates, critical path issues and financing requirements. Analyzes options and identifies opportunities for performance improvements.
Coordinates project plans for assigned projects with architect, contractors, department program manager, etc.
Provides project support on ARRC engineering projects on an as needed basis. Assists ARRC project management team with unassigned projects as needed.
Coordinates with the Supply Management Department to ensure that all materials and/or services needed for assigned projects funded by federal and state grants or internal capital funds are delivered as required and/or specified in contractual agreements. Reviews and approves invoices for payment.
Provides written and oral updates on assigned projects funded by federal grants to ARRC representatives as well as federal, state, and community groups as required. Organizes meetings such as public hearings as required to accomplish project plan goals and deadlines.
Coordinates with the grant administration staff to ensure all financing procedures are properly followed to include, but not limited to, reporting requirements. Responsible for completion of assigned projects within approved budgetary amounts.
Will be required to drive on an as needed basis.
Manages, directs, oversees work by Project Managers. Administratively responsible for subordinate Project Managers work and development (Project Manager III only)
May be required to participate in Incident Command exercises and activities.
May have supervisory responsibilities for new or junior Project Management employees as required (PM II and III only)
FACTOR 1: Technical and Operational Knowledge
Knowledgeable of engineering principles, practices and specifications for civil or railroad construction projects. Demonstrates knowledge of project management principles and practices. Requires knowledge of applicable industry codes and regulations. Understands budgeting and cost control methods and of procurement practices and regulations. Exhibits a working knowledge of Excel, word processing, e-mail, and scheduling software. Shows proficiency in CADD and engineering design software. Knowledgeable in architectural, engineering, environmental, NEPA, and construction contracts including value engineering, project scheduling and contractual oversight is required to analyze, evaluate, and monitor assigned projects.
FACTOR 2: Analytical Skills & Impact
Shows familiarity with procurement processes, budgets and cost control methods, and value engineering to ensure that materials/services are delivered as specified and that costs are controlled, monitored, and reported in accordance with ARRC finance and grant reporting procedures. Manages, oversees, and directs all phases of assigned projects to include analyzing options and identifying opportunities for performance/cost improvements. Demonstrates quality of final product, good mid-project decision-making and ensures long term economic feasibility of the product which is of main importance to the ARRC.
FACTOR 3: Supervision and Control
Manages work performed on assigned projects to include the oversight and direction of ARRC employees and contractors working on assigned projects. Manages all resources needed to successfully complete assigned projects to include workforce requirements (ARRC employees and contractors), contract services, and materials. Responsible for successful completion of assigned projects within approved budgetary amounts. Project Manager II and III may have direct supervision of other Project Managers or staff.
FACTOR 4: Communication
Communicates with ARRC employees representing all levels of the organization and departments for the purpose of coordinating all phases of assigned projects. Works with contractors working on assigned projects to ensure work is being performed as required and/or as specified in contractual agreements. Works with federal, state, and local agencies to ensure that all regulatory requirements are met on assigned projects. Provides informational presentations to ARRC officials and interested community groups as needed.
FACTOR 5: Working Conditions
Works in corporate office environment and on construction sites. May be exposed to harsh weather conditions and noise.

Education Requirements
Associate's degree in Construction Management, Engineering, or Surveying or related discipline is required. Where work may focus on a specific area (e.g. facilities, Signal/telecom, Civil Engineering, Structural Engineering, Mechanical Engineering, etc), specific experience in those fields are required. Bachelor's degree is preferred and will be credited as four (4) years additional experience.

Eight years' of project/ construction/ design/ management experience working with
engineering, environmental, NEPA, construction contracts, related to marine projects and development is required.
Certification/License Requirements
Must have a valid driver's license.
Preferred Qualifications
Professional Engineer license is preferred. Previous experience working with railroad projects is preferred. Proficiency in AutoCAD software is preferred.

The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.
Retirement Plans
ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.
401(k) Tax Deferred Savings Plan - Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.
457 Deferred Compensation Plan - Participation is optional for non-represented employees.
Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.
Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee's spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.
The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.
The Railroad also offers two dental plans.
The Railroad National Dental for represented employees.
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.
