Position Purpose
Under general direction of the FBO General Manager, responsible for oversight and coordination of the day-to-day activities of aircraft ground operations for inbound and outbound aircraft and passengers at the Fixed Base Operation (FBO) and when needed, at the commercial passenger terminal. Drives employee effort to exceed airport goals of safety, customer experience, and growth; performs direct supervision of airport operations staff and performs other duties as assigned.
HOURS: Monday - Friday 07:30 AM-4:00 PM with on call nights and weekends, may have comp time or overtime as business need
Location: At the Appleton FBO with the Appleton International Airport

Key Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Responsible for carrying out, in coordination with FBO General Manager, aircraft and passenger operations in accordance with Appleton Airport, FAA, TSA, and any other governmental and environmental agencies, policies, and regulations.
  • Fosters and cultivates a positive work environment to ensure highest possible service levels are achieved and employees are encouraged, motivated, and reach their potential.
  • Assist with the development of strategies and procedures to identify, attract, and secure new airport business, based aircraft tenants, transient customers, and retain both existing based aircraft tenants as well as regular transient customers.
  • Perform data gathering and data analysis to support operational decision-making and continuous improvement
  • Generate innovative ideas focused at furthering the airport's and FBO's performance goals.
  • Promotes customer experience excellence through friendly and efficient service, adherence to all customer service, line service, maintenance, ground support operations, and automobile procedures to build strong relationships with pilots, flight departments and corporate clients
  • Supervise staffing, the performance of all aircraft support services for both commercial and general aviation aircraft, automobile operations, and special projects as assigned. Ensure staff are equipped, trained, motivated, and professional in the performance of their duties.
  • Oversees all aspects of fuel operations, including the safe, secure, and accurate operation of the fuel trucks; management of the fuel inventory to conserve fuel costs and margins and ensure fuel quality is maintained; ensures routine inspections and repairs are done in a timely manner and logs are kept in strict compliance with appropriate regulations. Perform leadership functions for airport operation and customer experience employees including reviews, recommending hiring decisions, and managing performance of direct reports which includes mentoring and skill development. Reviews and approves time cards for hourly staff and reviews and approves time off base on the established protocols
  • Ensures that the FBO complies with all workplace safety, environmental, and other applicable regulations (ex: OSHA, EPA, Airlines, Airport) through continuous safety briefings, training, observations, and personal conduct.
  • Oversees all aspects of the customer journey including meet, greet customers, and assist with services such as shuttle service for passengers/crew, Assisting passengers and/or crew with baggage/cargo, Assist crews and customers as necessary with service requests. Resolves complaints as they arise.
  • Correspond with tenants to maintain strong relationships and inquire about facility or service needs. Acts as a liaison for the flight school, MRO etc to include but not limited tracking, data, customer relations, employee relations and marketing.
  • Coordinate and assist with FBO events
  • Other duties as requested or assigned

Education/Certifications/Experience Requirements
  • Minimum of five (5) years of progressively responsible experience.
  • Supervisory experience.
  • Must be 18 years old or older
  • Ability to pass FAA Drug and Alcohol testing, TSA background security checks, and other testing as required.
  • Must possess a valid driver's license and maintain.
  • Ability to obtain and maintain NATA Safety First certification and other job-related training certificates.
  • Any combination equivalent to a Bachelor's degree in business, aviation/ airport management or related field.

    • Ability to operate motorized vehicles or equipment, as required by the position and in accordance with safety requirements.

Medical Coverage
Outagamie County currently offers eligible employees a Low-Deductible Health Plan and a High Deductible Health Plan with a Health Savings Account (HSA). Each of these plans are available for single or family coverage at affordable rates.
Dental Coverage
Eligible employees may choose either single, limited family, or family coverage.
Vision Coverage
Outagamie County offers single, employee plus one, employee plus children, and family voluntary vision insurance for those that are benefit eligible. Vision insurance coverage provides an opportunity for employees to save money on routine vision exams, contacts, eyeglass frames, and lenses.
Life Insurance
Outagamie County provides group life insurance for full-time employees. The cost of this coverage is paid for in full by the County.
Voluntary Short-Term Disability Insurance
Short-Term Disability pays the employee a portion of his or her income for a specified period of time, as determined by the plan. The Short-Term Disability plan provides coverage for injuries and illnesses that occur outside of work. The premium for this coverage is paid entirely by the employee and is available to active employees that meet the hours threshold requirements.
Long-Term Disability Insurance
All regular, non-union full-time employees are eligible for long-term disability coverage. Premiums are fully paid by the County.
Wisconsin Retirement System
Wisconsin Retirement Program helps provide for financial security during retirement. Monthly annuity payments at retirement are calculated using years of creditable service, average earnings (based on three highest years of earnings), formula factors, age at retirement and selected annuity option.
The retirement plan consists of two parts: an employee-required portion and an employer-required portion. Outagamie County pays the employer portion, and employees are responsible for paying the employee-required portion, which is determined by the state each year. Enrollment is required for eligible employees. Eligibility is determined based on Wisconsin Retirement System plan rules.
Deferred Compensation
Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. Employees can save up to 100% of their compensation, to a maximum of $23,500 annually, or as little as $10.00 per paycheck. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-deferred until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances. There is also an after-tax 457 Roth contribution option.
Flexible Spending Account Plan
The Flexible Spending Account Plan saves money by allowing the employee to pay for certain medical related expenses and dependent care expenses on a pre-tax basis, reducing annual taxable income resulting in Federal, State, Social Security, and Medicare tax savings.
