General Dynamics is seeking motivated candidates to join our insider threat detection, systems integration team. Our mission-oriented team is responsible for the design, testing, deployment, maintenance, operation, and evolution of the systems directly supporting the insider threat detection program of a large government customer in the United States Intelligence Community (USIC). GD has an immediate opening on the team for a motivated Counterintelligence (CI) Referent. This is a challenging yet rewarding position that provides an opportunity to leverage cutting edge technologies in pursuit of a vital mission that protects people, sensitive information/technologies, and the national security posture of the USIC.
General Dynamics has an immediate opening for a Counterintelligence (CI) Referent position located in a U.S. Government-identified facility in El Segundo, CA.
Key Responsibilities
The CI Referent delivers mission assurance to an Intelligence Community (IC) member by providing dedicated CI support to their agency's overall daily requirements, operations, critical infrastructure, research & development, and major acquisitions. CI Referents are integrated into the critical components of their assigned agency and into separate mission sites to better identify internal/external adversarial threats and communicate with relevant IC partners.
The CI Referent is responsible for maintaining current CI support plans for aerospace/satellite programs as directed by the Government and other IC assets, as assigned. The CI Referent works closely with company and program Subject Matter Experts (SMEs) to assist in identifying threats to Critical Program Information. The most valuable aspects of a program and the personnel responsible for those assets are identified and protected. Frequent and productive liaison with law enforcement, IC members, military intelligence agencies, and the Defense Counterintelligence and Security Agency (DCSA) is imperative.
The CI Referent supports Research, Development, and Acquisition (RDA) programs, CI Supply Chain Risk Management (SCRM), Defense and Critical Infrastructure, and the Insider Threat Program. The CI Referent works closely with aerospace/satellite assets to support the transport and launch of space vehicles. The CI Referent is responsible for analysis, collections, and inquiries, which are conducted in accordance with existing legal statutes, IC and DoW policies, procedures and applicable federal, state, and local laws.
The CI Referent coordinates complex CI concerns, with a heavy emphasis on SCRM matters. The CI Referent also coordinates cyber threats, criminal violations such as espionage and terrorism, insider threat, and the compromise of classified material, with their assigned IC agency, and all other appropriate IC, and law enforcement offices. The CI Referent protects the equities of their assigned agency by developing actionable information with federal counterparts. The CI Referent also coordinates and tracks the CI outreach conducted by their agency.
Minimum Qualifications
- Bachelor's degree, 5 years relevant experience/Associate degree, 10 years relevant experience
- Interviewing, elicitation, and debriefing skills commensurate with the professional experience and education of the prospective job candidate.
- Experience interacting with agencies across the IC. Experience with DOW CI Collection requirements.
- Completion of a formal state or federal CI training program, such as the FBI, FLETC, AFOSI, NCIS, US Army MI, JCITA, DCITA, etc.
- Background and experience in CI SCRM and CI support to RDA.
- Ability to travel worldwide.
Desired Qualification
- Comprehensive knowledge of federal laws, Executive Orders, IC guidance, DOW regulations, and procedures concerning CI collections, investigations, interviewing techniques, and operations.
- Extensive knowledge of the IC, CI organizations, and law enforcement elements to include their authorities, roles, responsibilities, jurisdictions, functions, and relationships.
- Extensive knowledge of the adversary, methods of operations, targeting activities, and intent.
- Proficient knowledge of security practices for ensuring the safeguarding of classified information, as well as the knowledge and experience dealing with intelligence oversight issues.
- Comprehensive knowledge and experience in conducting CI related research, analysis, and critical thinking, including the judicial process and impacts upon the IC process for delivering finished analytic and investigative products.
- Knowledge and experience in providing CI services to support research, development, and acquisition (e.g., SCRM), Committee on the Foreign Investment in the United States (CFIUS), financial management functions, acquisition lifecycle, and contracting functions, as well as CI services for the protection of critical infrastructure and associated critical national assets.
- Working knowledge of cyber threats and vulnerability, including the applicable laws, regulations, policies, and ethics related to cybersecurity, privacy, and impacts.
- Applies techniques of debriefing, interviewing, or elicitation in a systematic manner through direct and indirect questioning to obtain information of security, counterintelligence and/or intelligence value. Prepares accurate and complete reports that document processes, outcomes, and findings.
- Assesses/analyzes potential CI leads generated by internal/external LE and CI partners.
