UNIT DESCRIPTION
The Cyber Technical Operations Unit (CTOU) provides Cyber Division with the resources and expertise to create flexible, rapid-response operational capabilities specifically designed to address the operational requirements of both (cyber) national security and criminal threat units.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES
This Program Manager serves as a subject matter expert (SME) and advocate, championing the capabilities of the Cyber Technical Analytics & Operations Section (CTAOS) to enhance mission-critical investigative outcomes. Core responsibilities include:
  • Independently plan, research, and analyze a broad range of management and program functions.
  • Function as the primary Subject Matter Expert (SME) for contract development, negotiation and administration, executing full-lifecycle Contracting Officer's Representative (COR) functions on multi-million dollar contract portfolios.
  • Oversee the CTAOS covert procurement program, including the management of the section's Alias/False Identification (AFID) program and its 100% audit compliance and real-time reconciliation methods.
  • Serve as a strategic advisor to leadership, delivering data-driven insights to inform executive decision-making.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience handling unique administrative and regulatory requirements of sensitive, undercover, or covert initiatives.
  • Demonstrated mastery in orchestrating complex, large-scale contracts as a Level III Contracting Officer's Representative (COR).
  • Experience with the FBI's budget formulation (e.g. ZBRA, enhancement cycles, spend planning, execution processes).
  • Experience translating operational metrics into actionable intelligence for informed decision-making.

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.   • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
