Anticipated Salary Range: $95,000 – $135,000, depending on experience and final labor category assignment upon contract award

About This Opportunity
CI TECH GROUP is a growing small business providing high-quality financial management, program analysis, and strategic advisory support to federal clients. We are building a talent pipeline for FAA ATO Program Management Organization (PMO) opportunities, including support for major capital investment programs and NAS modernization initiatives.
The Senior Financial Analyst will support PMO program offices that oversee complex, multi-year technology programs across the National Airspace System (NAS). This role requires strong experience with federal budgeting, FAA investment management, and financial tracking across the FAA Operations (Ops) and Facilities & Equipment (F&E) appropriations.
This is a pipeline position and is not currently funded. Candidates will be considered for future roles as new PMO contracts or task orders are awarded.

Key Responsibilities
  • Support financial planning, budgeting, and execution for PMO programs across the NAS modernization portfolio
  • Develop spend plans, forecasts, cost models, and financial reporting to support PMO program managers and AJM leadership.
  • Track commitments, obligations, and expenditures for multi-year F&E investment programs and ongoing Operations-funded sustainment activities.
  • Prepare detailed financial reports, briefings, and dashboards reflecting execution status, variances, risks, and recommended corrective actions.
  • Assist PMO program offices in budget formulation efforts, including OMB submissions, Congressional budget exhibits, and internal FAA budget narratives.
  • Support FAA AMS investment lifecycle activities, including business case updates, JRC briefings, baseline cost estimate refinement, and financial documentation.
  • Partner with engineering, acquisition, technical, and program control stakeholders to align financial plans with schedules, contract strategies, and milestone deliverables.
  • Monitor burn rates, analyze trends, and identify areas requiring reprogramming or adjustments to meet PMO financial targets.
  • Recommend improvements to PMO financial workflows, tools, and reporting frameworks to enhance accuracy and transparency.

Qualifications
Required:
  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or related field.
  • Minimum 8 years of experience in federal financial management, program control, or business operations.
  • Experience supporting investment programs or major acquisitions in a federal environment.
  • Strong understanding of federal appropriations, especially multi-year funding and capital investment budgeting.
  • Advanced proficiency with financial analysis tools (Excel, Power BI, Tableau, or similar).
  • Strong communication and stakeholder engagement skills for supporting program managers and leadership.
  • U.S. Citizenship and ability to obtain a Public Trust clearance.
Preferred:
  • Master’s degree (MBA, MPA, MS Finance, etc.).
  • Prior experience supporting FAA PMO (AJM) or large ATO acquisition programs.
  • Familiarity with FAA systems and tools such as Delphi, PRISM, CWP, REGIS, and PMO-specific reporting dashboards.
  • Experience with FAA AMS, investment analysis, cost estimating, or Joint Resources Council (JRC) support.
  • Understanding of lifecycle cost estimates and baseline management for capital investment programs.
