Job description

Position Title: Expeditionary CBR RAV Technician/Logistician

Work Location: Virginia Beach, VA
FLSA Status: Full-Time, Non-Exempt

Summary of duties - The CBR Technician provides support to the Naval Surface Warfare Center, Indian Head Division's (NSWC IHD) CBRD Warfighter Readiness Branch (W14). This individual will provide technical support, training, and operational expertise for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) defense related to Navy Expeditionary Combat Command (NECC) and Explosive Ordnance Disposal (EOD) units. This includes CBRNE Readiness Assessment Visits (RAV); maintenance and sustainment of CBRNE detection, protection, and decontamination equipment; and support for CBRNE components within Navy Expeditionary Combat Command (NECC) Table of Allowance (TOA) equipment sets. The position requires the ability to apply structured problem-solving methods, process analysis, and technical design considerations to enhance sustainment and readiness outcomes.

Specific description of duties -

  • Provide life-cycle logistics support to the Expeditionary Readiness Assessment Visit (RAV) Program, ensuring accountability and visibility of CBRNE detection, protection, and decontamination equipment through meticulous property control, record reconciliation, and data integrity within web-based inventory management systems (e.g., ELMS, CMPRO, CMIS, and other Government logistics databases as required).
  • Coordinate and execute supply support, provisioning, and configuration management functions, including MILSTRIP requisitioning and tracking; receipt and issue of consumables and repair parts; maintaining accurate configuration records and bills of material; and ensuring alignment between Allowance Equipage Lists (AELs), Table of Allowance (TOA) sets, and expeditionary CBRNE equipment inventories within TOA Viewer.
  • Manage centralized asset and warehouse operations that support the build, staging, issue, receipt, inspection, and return of CBRN equipment for deployment cycles. Ensure compliance with packaging, handling, storage, and transportation (PHS&T) standards and applicable hazardous materials regulations under 49 CFR. Working knowledge of shipboard protocol and Naval Waterfront Maintenance Community. (This is a position with frequent travel.)
  • Monitor and report shelf-life, quality, and readiness metrics for consumables and detection components; maintain lot and expiration tracking; coordinate lot testing or shelf-life extensions; and analyze sustainment data to support Reliability, Maintainability, and Availability (RMA) assessments and budget planning.
  • Support technical data accuracy and logistics documentation by maintaining current records within Government logistics and configuration databases, preparing reports, meeting minutes, and action items, and coordinating with Item Managers, In-Service Engineering Agents (ISEAs), and program stakeholders to ensure full compliance with CBRNE sustainment and readiness requirements.
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization's mission, objectives and goals.

Education / Specialized training -

  • Four (4) years of experience in Navy systems maintenance, test and evaluation, field support and training, with emphasis on CBRN or EOD equipment management, sustainment, or lifecycle logistics, including experience with expeditionary detection, protection, and decontamination systems preferred.
  • Experience and familiarity with the operations and repair of Navy Chemical, Biological, Radiological Defense (CBRD) equipment. Advanced technical or logistics coursework is desirable.
  • Strong knowledge of the EOD Force Generation Cycle, NECC readiness reporting and applicable Navy instructions related to CBRNE defense.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), ELMS, CMPRO, and MILSTRIP requisitioning systems; familiarity with Allowance Equipage Lists (AELs), Table of Allowance (TOA), and other Navy provisioning and accountability processes.
  • Knowledge of Integrated Logistics Support (ILS) principles, inventory tracking, configuration management, and readiness data analysis.
  • Understanding of PHS&T and hazardous materials handling/shipping in accordance with 49 CFR; forklift or HAZMAT shipping certification preferred.

Physical/Environmental Job Requirements -

  • Ability to be able to walk reasonable distances (up to mile one way) to meet with customers or other company personnel in the execution of job functions.
  • Ability to be able to lift and carry up to 35 pounds.
  • Work may occur in shipboard, shore, and field environments with exposure to weather and hazardous materials (with proper PPE and controls).
