Reporting to the Director, System Support & Safety, and based in our St. John's, NL office, the Manager of Special Projects is responsible for project design, implementation, and ongoing special programs oversight within the System Support Division. You will explore and research innovative opportunities for safety, logistics, materials management and fleet management systems that will meet the high demands of the out-of-hospital system.

From a project management perspective, you will be responsible for the integrated development and leadership of provincial integrated health care programs as the Emergency Health System in Newfoundland and Labrador continues to adapt to increasing demand. You will be responsible for supporting key portfolios within the system support division to meet the frontline needs of the system and have direct collaboration with other Divisions within MHNL.

Decisions are made according to professional standards, MHNL policies and procedures, the operations strategic plan, executive direction, contractual requirements, government requirements and operational requirements. Decisions that must be referred to the Director, System Support & Safety for resolution or approval include major changes to an existing program, proposals for a new program and any key decisions within a special project that requires senior leadership consultation.

Professional Qualifications & Competencies:

  • Degree in health, public administration or business.
  • Seven (7) to ten (10) years' direct experience in business / project management considered an asset.
  • Certificate in Project Management considered an asset.
  • Experience in leading large-scale technology / equipment related procurement projects.
  • Valid NL Motor Vehicle Class 5 driver's license in good standing.
  • Strong experience with writing Project Charters, Briefing Notes and Business Case Proposals.
  • Experience managing project budgets, financial forecasts, and capital expenditure plans.
  • Demonstrated experience with business case analysis.
  • Demonstrated ability to analyze data, develop key performance indicators (KPIs), and produce executive-level dashboards and reports.
  • Significant healthcare (EMS preferred) operational and leadership experience. Experience with program design and implementation is a strong asset.
  • Experience managing projects and collaborating with various levels of leadership, required.
  • Experience managing multiple concurrent projects while balancing competing priorities and deadlines.
  • Experience facilitating strategic planning sessions and developing implementation plans to achieve organizational priorities.
  • Strong analytical and problem-solving skills with the ability to develop innovative solutions to complex operational challenges.
  • Experience with creating formula-based spreadsheets, formal reports, power point presentations
  • Experience with leading and managing teams.
  • Knowledge of and ability to adhere to the principles of professional project management
  • Effective written, oral, and presentation skills.
  • Aptitude for negotiation and dispute resolution skills, with ability to lead team members by example and practice good time management.
  • Significant degree of self-awareness, discretion and independent judgment and autonomy.


Salary Range

  • $89,000 to $110,000 annually

The Base Pay range may vary depending on the successful candidate or other relevant job-related factors such as knowledge, skills, qualifications, experience and education/training. In addition to Base Pay, eligible Medavie employees may participate in various performance-based incentive programs. Payments under these programs are discretionary and subject to both individual and organizational results.
