UNIT DESCRIPTION
The Exploitation Unit (XU) is responsible for developing and acquiring Computer Network Exploitation (CNE) collection capabilities to support FBI electronic surveillance requirements. The XU currently supports two product lines - collection capability across the iOS and Android operating systems.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Some travel will be required
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
PHYSICAL DEMANDS
The work is primarily sedentary. Some walking, bending, stooping, and lifting are required with occasional long periods of standing.
WORK ENVIRONMENT
The work is performed primarily in office settings, although frequent travel will be required to develop and meet with industry representatives, liaison contacts, implement systems, present materials, and monitor contracts, or otherwise represent the FBI at conferences and other forums.
MAJOR DUTIES
  • Provide the overall technical direction for a team of Electronics Engineers, Management and Program Analysts, Computer Scientists, Information Technology Specialists, and Project Managers from a diverse set of disciplines. Provide guidance, mentorship, and leadership to ensure high productivity and team cohesion.
  • Work with section leadership to establish engineering priorities which support operational objectives. Work with applicable FBI personnel and contract vendors to establish contract tasks, priorities and level set performance expectations to accomplish unit/section objectives.
  • Evaluate emerging and newly developed engineering technologies to determine their impact on Section operations, to ensure existing technical capabilities remain effective and direct the research, development and acquisition of new capabilities.
  • Evaluate the technical risk and the feasibility of successful accomplishment for proposed research and development projects in alignment of the Section's mission objectives.
  • Establish and maintain technical liaison with FBI counterparts, contractors, representatives from other government agencies and private industry in support of collaboration to devise solutions to mutual technical challenges.

Positive Education Requirement
This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.
A. All applicants must have the following basic degree requirement of a Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable areas of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
OR
B. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Written Test - Evidence of having successfully passed the Engineer-In-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Related curriculum - Successful completion of a curriculum leading to a Bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
Specialized Experience (SE)
GS-15: Applicant must possess at least one (1) year of SE equivalent to the GS-14 grade level. SE is defined as follows:
  • Ability to conduct research, development and oversight of projects relating to capabilities in data network surveillance, digital forensics and other assigned areas.
  • Experience utilizing electronic surveillance laws, methods, regulations, and Bureau policy, and applying them to the development and implementation of technical surveillance capabilities.
  • Ability to guide technical personnel and other resources from a diverse set of disciplines to accomplish successful research and development.
  • Experience in the assignment, tracking and oversight of diverse interagency research and development projects; and coordinate research efforts to effectively share the results through technical writings and presentations.
