Intelligence Consulting Enterprise Solutions, INC. is looking for an Expert Systems Engineer Description: Join ICES on a contract impacting national security as an Expert Systems Engineer These positions are located in Springfield, VA. All positions require an active/current TS/SCI security clearance and be willing and able to pass an additional polygraph as needed. As an Expert Systems Engineer, specific responsibilities include, but are not limited to: Duties:
  • Work directly with AOA Senior GEOINT Officer (SGO) and other government personnel, to identify new and emerging mission requirements.
  • Lead engagement with mission and technical stakeholders to apply knowledge of GEOINT systems, CONOPS, and metadata to establish and maintain data standards.
  • Assist AOA Leadership to address cross-project dependencies and ensure all analytic modernization efforts have an integrated vision.
  • Support maintenance and evolution of the Data Maturity Model
  • Evaluate proposed new insertions to the priority list and provide summary slides for management review along with priority recommendations.
  • Coordinate with engineers in CIO-T and analysts in AO to develop plans and obtain assessments of the impacts and tradeoffs for capability insertions or priority changes.
  • Engage with mission customers and users to shape and define future data architecture needs to support Analytic Workflow Modernization capabilities.
  • Participate in customer and program strategic and tactical planning activities.
  • Participate in the development of system architectures to evolve mission services.
  • Assess new technologies for fit-for-use by mission services, employing quantifiable and traceable criteria to enable future decision making.
  • Conduct AoAs and provide data-driven recommendations.
  • Identify project key decision points and provide Go/No-Go recommendations.
  • Conduct user outreach to communicate planned architecture changes, operational concepts, and project status, and accept user inputs for optimization of delivery plans.
  • Produce weekly activity reports for use by government customers and the program.
  • Develop and present effective technical presentations to senior management and to technical/non-technical audiences; must possess strong written and verbal communications skills.
  • Explain technical issues clearly/accurately to technical/non-technical audiences; and conduct issue coordination within and across agencies.
  • Work with customers to resolve technical and programmatic issues.
  • Draft documentation as needed to explain both the as-is and to-be state for the project.
Skills and Experience: Required:
  • Bachelor's degree or higher in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree.
  • Expert-level experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Demonstrated expert-level experience of systems engineering lifecycle.
  • Data engineering and architecture experience developing logical and physical data models to support intelligence mission needs
  • Experience advising both technical and mission stakeholders to advance customer objectives
  • Prior experience writing CONOPS or similar technical documentation for a non-technical audience
Desired:
  • Expert-level experience in the field of geospatial intelligence.
  • 4+ years of experience in one or more disciplines of GEOINT analytic tradecraft and analysis production system development
  • 2+ years of experience in government acquisition processes.
  • 1+ years of experience in agile Systems development.
  • Prior experience in NGA Analysis or similar analysis organization.
  • Demonstrated experience of the current NSG/ASG and NRO enterprises.
  • Demonstrated experience in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.
