We are seeking an experienced Expert Project Manager to support a major Transportation Safety Management and Operations (TSMO) Technology Program.
Position Overview
Diverse Agile Solutions is seeking an Expert Project Manager to lead and coordinate complex Transportation Safety Management and Operations (TSMO) initiatives involving both Information Technology (IT) and Operational Technology (OT) environments.
This role will oversee multiple interrelated projects that collectively support strategic transportation objectives. The successful candidate will provide leadership across cross-functional teams while ensuring projects are delivered on schedule, within budget, and aligned with organizational goals.
This position requires an experienced leader who understands transportation technologies, intelligent transportation systems (ITS), cybersecurity, infrastructure modernization, stakeholder management, and enterprise project governance.
Key Responsibilities
Project Planning & Strategy
  • Define project scope, objectives, deliverables, and success criteria.
  • Develop comprehensive project plans, work breakdown structures (WBS), schedules, budgets, and resource plans.
  • Lead requirements gathering sessions with business and technical stakeholders.
  • Identify project risks and develop mitigation strategies.
  • Evaluate technology solutions supporting transportation operations and TSMO initiatives.
  • Develop business cases, cost-benefit analyses, and ROI documentation.
  • Build stakeholder engagement and communication strategies across agencies and vendors.
Project Execution & Leadership
  • Lead multiple concurrent technology projects from initiation through deployment.
  • Direct cross-functional teams consisting of:
    • IT professionals
    • Operational Technology (OT) engineers
    • Software developers
    • Infrastructure engineers
    • System integrators
    • Business stakeholders
    • Third-party vendors
  • Manage project schedules, budgets, resources, and deliverables.
  • Monitor project performance and implement corrective actions when necessary.
  • Establish quality assurance processes and ensure project deliverables meet organizational standards.
  • Manage project scope, changes, and governance through formal change management processes.
  • Oversee vendor selection, contracts, and performance management.
IT / OT Integration
  • Coordinate integration between enterprise IT systems and transportation operational technologies.
  • Support deployment of intelligent transportation systems (ITS).
  • Ensure cybersecurity best practices are incorporated into both IT and OT environments.
  • Oversee data collection, analytics, reporting, and operational dashboards.
  • Monitor system reliability, performance, and operational readiness.
  • Ensure systems are fully tested, documented, and prepared for production deployment.
Communication & Governance
  • Prepare executive-level project status reports.
  • Present updates to senior leadership and stakeholders.
  • Facilitate project meetings and steering committee sessions.
  • Resolve project conflicts and remove delivery obstacles.
  • Maintain complete project documentation, meeting minutes, action items, and technical artifacts.
Continuous Improvement
  • Identify opportunities to improve project management processes.
  • Conduct post-project reviews and capture lessons learned.
  • Recommend improvements to delivery methodologies and governance.
  • Stay current with emerging transportation technologies including:

Required Qualifications
Applicants must possess:
  • Bachelor's Degree in Computer Science, Information Technology, Engineering, or a related discipline.
  • Active Project Management Professional (PMP) certification.
  • Minimum 84 months (7 years) of senior-level project management experience.
  • Demonstrated experience leading large, cross-functional technology teams.
  • Strong leadership, communication, organizational, and stakeholder management skills.
  • Experience managing complex enterprise technology initiatives with changing business priorities.
Preferred Qualifications
Candidates with the following experience are highly preferred:
  • 84 months managing large-scale IT and Operational Technology (OT) integration projects.
  • 84 months leading projects involving cross-functional business, technical, security, and vendor teams.
  • 72 months managing transportation operations, traffic management, or Intelligent Transportation Systems (ITS) projects.
  • 72 months developing stakeholder engagement plans, executive communications, conflict resolution strategies, and governance documentation.
  • 60 months establishing project performance metrics, KPIs, dashboards, and executive reporting.
  • 60 months leading process improvement initiatives and conducting post-project reviews.
  • 48 months supporting IT infrastructure, Operational Technology systems, and cybersecurity implementations.
