Job description

Duties * You will directly support execution of the Shipyard Infrastructure Optimization Program (SIOP) within the Atlantic region, modernizing public shipyards essential to sustain U.S. nuclear fleet readiness. * You will provide expert guidance on execution of complex construction projects within active shipyards, ensure alignment of construction methodologies, industrial processes and project sequencing to accelerate delivery. * You will evaluate construction techniques, fabrication processes, and execution strategies to identify opportunities for increased efficiency, reduced risk, and adoption of commercial best practices. * You will serve as lead technical advisor for integrating industrial plant equipment with infrastructure upgrades, to ensure optimized shipyard configuration and alignment with operational requirements. * You will conduct independent analysis of project risks, including schedule, cost, and execution challenges, and provide recommendation to reduce risk and improve program outcomes. * You will provide expert interpretation of applicable policies, standards, and requirements, (e.g., UFC, OSHA,) to ensure compliance while identifying opportunities to streamline processes and enhance delivery timelines. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes. * This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to obtain and maintain a current professional engineer license. Qualifications QUALIFICATIONS REQUIREMENTS: To meet the minimum qualification requirements for this position, your resume must show that you possess the Technical Qualifications (TQ) related to this position - NOT TO EXCEED 2 PAGES. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ1: Shipyard Construction & Program Integration Expertise Demonstrated executive-level expertise in the oversight, integration, and execution of large-scale, multi-billion-dollar shipyard or industrial construction programs, particularly within active, high-tempo operational environments. This includes a proven ability to strategically align diverse stakeholders, optimize resource allocation, and synchronize complex execution strategies across multiple business and support lines. The candidate must possess extensive experience managing construction risk, establishing critical project sequencing, and mitigating complex bottlenecks related to industrial processes and concurrent operations to ensure seamless program continuity. TQ 2: Strategic Advisory & Regulatory Risk Management Proven ability to provide high-level strategic consultation to executive leadership, delivering data-driven, actionable recommendations that measurably improve capital program performance and project delivery outcomes. This requires a comprehensive, technical understanding of the legislative, regulatory, and policy environments governing federal and defense construction. The candidate must demonstrate expert knowledge of applicable federal codes, safety mandates, and engineering criteria-such as Unified Facilities Criteria (UFCs) and Occupational Safety and Health Administration (OSHA) standards-ensuring robust compliance and risk mitigation across all phases of execution. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 0801 Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
