Job Summary NOTE: A cover letter and resume must be submitted along with this application. DEFINITION Under general direction, performs a wide variety of administrative and operational duties in the development, implementation, and evaluation of an environmental program including planning, scheduling, assigning, reviewing, and supervising the work of staff performing Best Management Practices (BMP) duties within the Operations Department; plans and coordinates a work unit within a comprehensive environmental program; establishes and maintains relationships with key federal, state, and local officials and agencies; tracks stormwater structures and BMPs throughout the District; works with responsible agencies to reduce potential mosquito breeding habitats in District governed areas; uses integrated vector management strategies to guide effective source mitigation; works with management to ensure the District's compliance with environmental laws and regulations; provides complex staff assistance to management staff in areas of expertise; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Assistant General Manager.
Exercises supervision over supervisory, professional, technical, and administrative support staff in collaboration with District managers and through subordinate levels of supervision. CLASS CHARACTERISTICS This is a program manager classification responsible for planning, organizing, and managing an environmental program. This class provides assistance to the Assistant General Manager, in a variety of administrative, coordinative, analytical, and liaison capacities.
Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties and to ensure efficient and effective program services. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments.
Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. Job Functions EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job. Plans, organizes, and supervises the BMP staff, providing daily leadership, training in inspection, evaluation, spray application, safety procedures, and work protocols; evaluates performance, offers feedback, and recommends disciplinary actions when necessary.
Selects, trains, and mentors new staff, facilitating orientation programs and ongoing workshops. Identifies areas for service and procedural improvements, implements process changes, and collaborates with management to refine operations for greater efficiency. Monitors staff activities, fostering professional growth, addressing performance deficiencies, and ensuring alignment with departmental standards, program priorities, and performance goals.
Reviews and approves timesheets for accuracy, working with the finance department to resolve discrepancies and ensure compliance with District policies and procedures. Conducts inspections of wetland and environmentally sensitive areas, assessing vegetation management needs and coordinating with public and regulatory agencies on land and wildlife management, as well as vector source reduction efforts. Reviews Environmental Impact Reports and construction plans, assessing vector control compliance for new or redevelopment projects with rainwater and stormwater systems; conducts site inspections and provides recommendations for proper vector source reduction.
Collaborates with District staff on stormwater structure maintenance or construction, advising on designs that prevent potential vector breeding sites. Tracks NPDES permit developments and changes to CEQA checklists and MS4 permits, providing recommendations for compliance-related actions to District staff. Assists with maintaining records and preparing reports on problem vector production sites, coordinating with property owners on long-term abatement and initiating the abatement process with the Assistant General Manager.
Prepares detailed reports summarizing regulations, enforcement actions, and chain of custody documentation; submits compliance reports to project owners and the Los Angeles County Department of Public Health Cross Connection Division. Monitors trash capture devices submitted to MVCAC, reviews and comments on submissions, and writes letters to manufacturers after consensus is reached on design approval or disapproval. Develops guidelines and recommendations for maintenance requirements of municipal BMPs, stormwater structures, cisterns, vaults, and other potential water-holding structures; collaborates with Executive Management on enforcement procedures.
Participates in annual budget preparation, identifying resource needs, preparing cost estimates with justifications, and monitoring expenditures. Establishes and maintains relationships with public works departments, environmental agencies, stormwater officials, and other partners involved in environmental and water management projects. Monitors legislation on environmental pesticide regulations, specifically those affecting stormwater and vector control programs, to ensure compliance.
Prepares, reviews, and presents reports on special projects as assigned, providing analyses and recommendations for the District's environmental program. Represents the District in meetings with local, state, and federal regulators, including those from organizations like the California Stormwater Quality Association, discussing coordination on vector control and regulatory matters. Files and manages the District's blanket warrant annually as needed.
Ensures staff compliance with all mandated environmental safety rules, regulations, and protocols. Fosters collaborative and customer-focused interactions with co-workers at all levels within the District. Processes employee accident and incident information; completes report forms and documentation following supervisory response; and assists with coordination and employee contact in the field as needed.
Performs other duties as assigned. Qualifications Knowledge of: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of leadership.

Principles and practices of technical and administrative report writing. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.
Recordkeeping principles and procedures. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability to: Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
Provide administrative, management, and professional leadership for the assigned environmental program. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. Review and analyze engineering plans and projects, construction plans, and maintenance plans. Develop operating procedures and instructional materials including those for short and long-term mosquito control and disease prevention programs. Perform engineering research and produce design recommendations in relation to mosquito control and water quality best management practices for water transmission structures.
Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Understand and interpret scientific technical research documents regarding mosquito biology, pesticides, and water quality control measures. Effectively represent the department and the District in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.
Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be: Education: A minimum of an associate degree OR at least 60 units/credits of completed coursework at an accredited college or university. Experience: Six (6) years of increasingly responsible experience performing vector control in a recognized district or health agency or related experience, of which two (2) years should be in a supervisory or lead capacity. Licenses and Certifications: Possession of a valid California Driver's License, to be maintained throughout employment.
Possession of, or successful acquisition within 12 months of appointment, a valid certification in Public Health Vector Control Categories "A," "B," and "C," as required by the California Department of Public Health, to be maintained throughout employment. Supplemental Information PHYSICAL DEMANDS Must possess mobility to work in a standard office and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; and the ability to stand and walk between work areas as needed.
