Job description

Compliance Officer

Location: Sugar Land Branch, 16320 Kensington Dr. Sugar Land, TX 77479
Employment Type: Full Time – Onsite Only
Work Hours: Branch Hours: Monday - Friday: 8:00am - 5:00 pm

Role:

Ensures the Credit Union is in compliance with all state and federal regulations, laws, and rules. Analyzes new and pending compliance requirements affecting the Credit Union's practices. Develops, revises, communicates, and implements policies and procedures to ensure compliance.

Essential Functions & Responsibilities:

  • Testing of fair lending and consumer compliance requirements, including fair lending best practices such as, but not limited to second review of adverse action notices, adequacy of the fair lending risk assessment, fair lending training, fair lending internal monitoring, ensuring interest rates on loans tied back to HFCU’s rate sheet, and investigating complaints. In addition, periodic testing of deposit and consumer lending compliance requirements, such as, but not limited to: Reg. E, Reg. CC, Reg. DD, Reg. C, Reg. Z, SCRA, Reg. B, Fair Housing Act, Homeowner’s Protection Act, Flood Disaster Protection Act, Fair Credit Reporting Act, etc.
  • Reviews, assesses, develops, revises, and ensures the adequacy of consumer compliance programs, policies, and procedures designed to safeguard HFCU’s assets and maintain regulatory compliance. Ensures policies and procedures are appropriately disseminated.
  • Stays informed of new and pending laws and developments related to compliance issues, analyzes requirements, appropriately revises policies and procedures, and ensures communication and implementation of regulatory changes.
  • Provides employee training on compliance-related issues and policy changes. Develops a library of compliance resources for employee use.
  • Compiles and issues reports detailing conclusions of reviews and compliance analysis, reports violations as appropriate, provides recommendations for improvement, and follows up to ensure compliance.
  • Maintains records and documentation of compliance activities, complaints related to compliance, investigations, and outcomes. Analyzes, prepares, and files appropriate reports to Senior Management.
  • Prepares and presents reports concerning Credit Union compliance issues to Senior Management as requested.
  • Performs other job-related duties as assigned.

Performance Measurements:

  • The Credit Union is in compliance with all state and federal regulations.
  • Compliance functions are well-coordinated and communicated with departments and branches. Deadlines are met.
  • Internal compliance reviews are conducted, results analyzed, improvements made, and issues resolved in a timely manner. Appropriate records are kept.
  • Required reports are prepared and delivered in an accurate and timely manner.
  • Knowledge of applicable State and Federal laws and regulations is developed, maintained, and kept current.
  • Appropriate changes to policies and procedures are made, communicated, and implemented. Staff members are informed of changes in a timely manner.
  • Library of compliance resources is developed, maintained, and effectively used by staff.
  • Management is kept informed of key issues.
  • Inquiries are responded to and resolved in a timely and professional manner.

Knowledge and Skills:

Experience:

Five years to eight years of similar or related experience.

Education:

(1) A bachelor's degree, or (2) achievement of formal certifications recognized in the industry as equivalent to a bachelor's degree (e.g., information technology certifications in lieu of a degree).

Interpersonal Skills:

Work frequently involves exercising advanced conflict resolution, giving material presentations, and resolving issues impacting multiple departments or divisions. Role also requires the ability to motivate or influence others as a material part of the role, with a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the role and a high level of interpersonal skills is critical to the success of this position.

Other Skills:

Thorough knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Communicates with others to convey information effectively. Thorough knowledge of credit union and banking practices, policies, procedures, operations, products, services, and regulations. May also include specialized knowledge in lending or financial services. Specific knowledge of the philosophy and structure of the Credit Union industry.
