Job Overview

We are seeking an experienced Analyst/Programmer Specialist to support the Client in designing, developing, enhancing, and maintaining enterprise applications and integrations.


The ideal candidate will have strong experience with MuleSoft, .NET, ASP.NET/MVC, C#, SQL, Azure, and Java/Spring Framework, along with a solid understanding of Agile development methodologies. This position will work closely with business stakeholders, IT teams, and other agencies to develop flexible, scalable, and reliable solutions.


The successful candidate will help establish development standards, support existing applications, implement new solutions, and contribute to building a structured and collaborative development team.

Key Responsibilities

  • Support and implement MuleSoft APIs and integrations across the agency.
  • Maintain and enhance existing DWD Dynamics 365 applications.
  • Develop, maintain, and support custom applications using .NET, C#, Java, and related technologies.
  • Support ETPL across multiple applications and the Dynamics 365 environment.
  • Work with various database technologies and develop efficient SQL solutions.
  • Design and implement new applications and technical solutions based on business requirements.
  • Maintain and implement Azure WebJobs, MuleSoft, and Talend for data transfer and system integration.
  • Develop and maintain applications using ASP.NET/MVC and .NET 9.0.
  • Participate in application development using Java and Spring Framework.
  • Work with Azure cloud services to support application development and deployment.
  • Enhance existing applications within an Agile development environment.
  • Collaborate with business users, IT teams, and other government agencies to define requirements and develop solutions.
  • Establish and follow development standards, coding practices, and design patterns.
  • Research and proactively adopt new technologies and development methodologies when appropriate.
  • Troubleshoot application, integration, database, and system-related issues.
  • Ensure applications are reliable, scalable, maintainable, and aligned with customer requirements.
  • Demonstrate strong communication and collaboration skills.
  • Contribute to building a structured, flexible, and high-performing development team.

Required Qualifications

  • Bachelor's degree in Engineering, Computer Science, Information Technology, or a related field.
  • At least 2 years of experience as a .NET Developer or Full Stack Developer.
  • At least 2 years of strong MuleSoft experience.
  • At least 2 years of experience with ASP.NET/MVC and .NET 9.0.
  • At least 2 years of experience with C#.
  • At least 2 years of experience with SQL and database technologies.
  • At least 2 years of experience with Microsoft Azure.
  • At least 2 years of experience working in Agile development environments.
  • At least 2 years of experience with Java/Spring Framework.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with technical teams, business stakeholders, and government agencies.

Preferred Qualifications

  • Microsoft Certified Solutions Developer (MCSD) certification.
  • Microsoft Certified Solutions Expert (MCSE) certification.
  • One or more cloud certifications, preferably Microsoft Azure.
  • Experience working with Artificial Intelligence (AI) technologies.
  • Experience with Talend and enterprise data integration.
  • Experience supporting Microsoft Dynamics 365 applications.
  • Experience developing and supporting enterprise APIs and integrations.
