Executive Director Clinically Integrated Network Jobs

Jamestown Healing Clinic (JHC) is seeking an experienced and mission-driven Executive Director to provide executive, clinical, and administrative leadership for JHC’s integrated healthcare services, including primary care, dental care, behavioral health, and opioid treatment services.

This is a high-impact leadership opportunity for an experienced healthcare executive, physician, or advanced practice provider who is passionate about integrated care, addiction medicine, patient-centered services, and culturally responsive healthcare.

The Executive Director is responsible for the overall operation of the Opioid Treatment Program (OTP), organizational performance, regulatory compliance, fiscal stewardship, workforce leadership, quality improvement, and continued development of JHC programs and services.

The Executive Director leads the JHC Leadership Team and works collaboratively with the JHC Medical Director and other clinical and operational leaders to ensure safe, effective, integrated, culturally responsive, and compliant patient care.

In addition to executive leadership responsibilities, the Executive Director maintains an active clinical role and provides direct patient care within licensure and scope of practice, including services requiring prescriptive authority, to support JHC’s primary care and opioid treatment services.

The Executive Director role requires consistent on-site leadership to support staff, maintain operational continuity, and ensure effective coordination across departments. On-site presence is required Monday–Friday, 5:30 a.m. – 2:00 p.m., due to the scope and responsibilities of the role.

Essential Functions

Leadership, Operations & Compliance

• Provide executive, administrative, and clinical leadership for JHC programs and services and ensure alignment with organizational goals, policies, and standards.

• Ensure administrative, personnel, and clinical policies and procedures are current, implemented, and consistently followed.

• Maintain executive oversight of JHC regulatory compliance and ensure the OTP meets applicable federal, state, Tribal, accreditation, and organizational requirements.

• Ensure development and maintenance of an internal quality management and performance improvement process addressing clinical quality, supervision, training, regulatory compliance, patient outcomes, and continuous improvement.

• Monitor program performance, utilization, authorization processes, clinician productivity, quality measures, and patient outcomes; identifies and addresses operational or clinical workflow concerns.

• Lead continued development and growth of JHC programs and services through workforce planning, recruitment, community engagement, quality review, strategic planning, and program development.

• Oversee fiscal performance, budget management, resource allocation, and operational planning in collaboration with JCARE leadership.

• Provide administrative supervision and leadership support to the JHC Medical Director, Substance Use Disorder Counseling Lead, Director of Integrated Behavioral Health, Clinic Administrative Officer, and other designated leadership positions.

• Oversee Security and Behavioral Health operations to ensure staffing, service delivery, and operational practices align with JHC and organizational standards.

• Conduct performance evaluations and provide ongoing leadership, coaching, and performance feedback to direct reports.

• Ensure compliance with applicable JHC and JCARE policies, safety requirements, confidentiality standards, and workplace practices.

Clinical & Integrated Care Leadership

• Provide direct patient care within licensure and scope of practice, including OTP assessments, medication management and prescribing, medication adjustments, primary care services, and other clinical services necessary to support patient care and program operations.

• Maintain applicable professional licensure, credentials, and prescriptive authority necessary to perform assigned clinical responsibilities.

• Lead the JHC Leadership Clinical Review Group and participates in clinical consultation, case review, quality improvement, and other interdisciplinary activities.

• Collaborate with the JHC Medical Director and dental, behavioral health, primary care, and other clinical and operational leaders to support clinical quality, patient safety, continuity of care, and effective integration of services across JHC.

• Serve in designated SAMHSA/OTP clinical or regulatory roles, including as the SAMHSA Delegate when assigned, consistent with applicable requirements and scope of practice.

• Provide clinical consultation and after-hours support, as needed, and participate in provider coverage arrangements necessary to support continuity of care and applicable OTP requirements.

• Ensure appropriate coordination of care with hospitals, correctional facilities, community providers, and other partners to support continuity of patient care.

Community & Organizational Leadership

• Develop and maintain collaborative relationships with community partners, referral sources, payers, regulatory agencies, and other stakeholders.

• Provide community outreach and education and represents JHC professionally in local, regional, Tribal, and other appropriate forums.

• Participate in JCARE-wide performance improvement, strategic planning, leadership meetings, and other organizational initiatives as requested.

• Perform other duties as assigned by the JCARE CEO.

Requirements

• Doctorate of Nursing Practice (DNP) with current ARNP licensure, or Medical Degree (MD/DO) with professional credentials appropriate to the required clinical scope of the position.

• Current, unrestricted Washington State professional license and prescriptive authority sufficient to perform the clinical responsibilities of the position.

• Minimum of five (5) years of progressively responsible clinical experience as an advanced practice provider or physician.

• Minimum of five (5) years of leadership, management, and/or program development experience in a healthcare setting.

• Demonstrated experience in primary care and addiction medicine, including opioid treatment services and/or medication treatment for opioid use disorder.

• Demonstrated knowledge of medication management, co-occurring behavioral health conditions, and chronic disease management within an integrated care environment.

• Current knowledge of primary care, behavioral health, addiction medicine, and integrated care practices.

• Demonstrated knowledge of applicable federal and Washington State healthcare and OTP laws, regulations, confidentiality requirements, and accreditation standards.

• Experience with healthcare operations, personnel leadership, regulatory compliance, quality improvement, budgeting, and program performance.

• Current CPR/First Aid certification, or ability to obtain within the timeframe established by JHC.

• Ability to work effectively in a cross-cultural environment and demonstrate understanding of trauma, historical and intergenerational impacts, community and family systems, and culturally responsive approaches to wellness and recovery.

• Exceptional interpersonal, written, and verbal communication skills, including demonstrated conflict-resolution and relationship-management abilities.

• Demonstrated sound judgment, ethical conduct, professional boundaries, organizational skills, initiative, and ability to manage competing priorities.

• Proficiency with electronic health records and standard business technology.

• Ability to travel locally and regionally as assigned.

• Valid Washington State Driver’s License.

• Must successfully complete required background screening.

Preferred Qualifications

• Experience providing executive or senior leadership within an Opioid Treatment Program, integrated healthcare organization, behavioral health organization, Tribal health system, or comparable healthcare environment.

• Experience with federal and Washington State OTP regulatory and accreditation requirements.

• Experience working within Tribal healthcare and/or demonstrated knowledge of American Indian/Alaska Native communities, Tribal sovereignty, and culturally responsive healthcare delivery.
  

Physical Requirements/Working Conditions

• Must maintain sufficient schedule flexibility to meet executive and clinical responsibilities, including occasional evenings, weekends, holidays, and after-hours clinical consultation or provider coverage as operational needs require.

• Must be able to lift, push and carry up to 25 lbs. unassisted.

• Physical ability to access all areas of the property applicable to your position.

• Must be able to withstand prolonged standing, sitting, walking, bending, climbing, squatting and twisting without restriction.

• Requires eye/hand coordination and manual dexterity; ability to distinguish letters, numbers and symbols.

• Must have the ability to reach at or below/above shoulder level on a continuous basis.

• Must be able to work in a fast-paced, busy, and somewhat stressful environment and maintain physical stamina, proper mental attitude while dealing effectively with patients, management, team members, and outside contacts while working under pressure and meeting deadlines.
