Job description

Executive Director Position
OOOHCI is seeking a full-time Executive Director. The Executive Director reports to the OOOHCI Board of Directors, the President of the Board, and the Howard County Local Behavioral Health Authority (LBHA), which is the contractor and principal funder of the Center. This is a regular, full-time (average 40 hours per week), exempt position. The role requires flexibility, including occasional evening and weekend work, based on organizational needs.
The Executive Director will be responsible for the daily operations of the center and have executive authority over all other staff. The Executive Director must be an individual in recovery from a mental health and/or substance use challenge, and have sufficient experience in administration to oversee the activities, finances, and other issues related to center operations.
The Executive Director will be responsible for the development, coordination and
administration of program activities of OOOHCI in accordance with the policies and mission of the organization developed and approved by the Board of Directors.

DUTIES AND RESPONSIBILITIES:
● Personnel Management: Recruit, hire, train, and supervise (directly or indirectly) all staff (employees and/or contractors) and volunteers to ensure effective operations and high quality services. Facilitate ongoing individual and team professional development opportunities aligned to organizational needs and goals.

● Program Management: Develop, implement, facilitate, monitor, and evaluate activities and programs in accordance with grant/contract requirements, community needs assessments, member/participant feedback, and strategic planning goals.
● Community Relations: Represent the organization on task forces, committees, boards, councils, public events, and media opportunities. Develop professional networks and community partnerships to enhance and expand program offerings and organizational impact. Liaise as necessary with On Our Own of Maryland.
● Administrative Management: Develop and maintain strong administrative policies,
procedures, and functions, including but not limited to recordkeeping and data collection, IT, facility maintenance, vendor selection and management, etc. Ensure compliance with regulatory, legal, and organizational requirements and best practice standards. Prepare all reports as required by the LBHA or other funding organizations.
● Financial Management: Facilitate and manage all financial operations in accordance with a budget prepared in conjunction with the Board of Directors. Maintain expenditures in QuickBooks software and work with the accounting agency to maintain financial records. Work with the auditor to provide all necessary documentation to complete the annual audit. Prepare or have prepared all grant/contract required financial reporting. File or have filed required tax
and financial reports. Coordinate with the Board of Directors to secure and sustain resources as needed.
● Organizational Development: Assist the Board of Directors in establishing strategic goals, priorities, and planning. Provide administrative support as requested for Board meetings, activities, and functions.

REQUIRMENTS:
 Self-identify as having personal and direct lived experience with behavioral health
(mental health and/or substance use) challenges, services, or systems.
 Comfortable relating to others and publicly identifying as a person in recovery.
 At least three years of professional experience of providing Peer support in a similar

 Current certification or ability to achieve Maryland’s Certified Peer Recovery Specialist
(CPRS) credentials within 6 months of hire. Preferred: also certified as a Maryland
Registered Peer Supervisor (RPS).
 Preferred:
o Knowledge of the principles of administration and management; experience in
grant writing and fundraising.
o Familiarity with behavioral health issues and knowledge of the behavioral health
consumer movement.
o Experience working in the behavioral health advocacy arena.
o Experience supervising other people

SALARY AND BENEFITS:
This is a regular, Full-time (avg. 40 hrs/wk), Exempt position.
Starting yearly salary: Min $42,000up to $47,000 based on experience and qualifications. This is a contract-funded position, subject to available funding and requirements. Paid time off and professional development opportunities. There is no healthcare coverage.
