Employee opens and closes the work location, enforces site and program rules, develops, implements, and evaluates programs.

Employee oversees program equipment, processes attendance, creates and maintains records, trains fellow staff. Employee assists in overall program maintenance and identification of safety hazards; administers first aid as needed. DISTINGUISHING CHARACTERISTICS: The Recreation Specialist is the journey level classification in the Community Services Department.

Under general supervision, an incumbent is responsible for acting as lead support staff in the promotion, organization, and leadership of a variety of recreation activities, specifically the EXCEL After School Program. Work location will be at a Lake Elsinore Unified School District Elementary School. SUPERVISION RECEIVED/EXERCISED: Receives general supervision from Community Services Coordinator and Recreation Supervisor.

Incumbents may supervise Recreation Aides and Leaders. AVAILABILITY / HOURS: This is a non-exempt, part time, temporary position that will work no more than 8 months out of the year and no more than 800 hours over that span of time. Must be available Monday through Friday on Lake Elsinore Union School District school days between 12:30 PM - 5:00 PM.

ESSENTIAL FUNCTIONS: (include but are not limited to the following) Work directly with Elementary aged students implementing physical fitness education and S.T.E.A.M. (Science Technology Engineering Arts and Math) programming. Open and close the facilities; oversee daily facility activities and enforce program rules

Develop, implement, and supervise facility classes, clinics, camps, and other special events. Develop and implement promotional strategies; assist in the creation of fliers, press releases, calendars, and other such documents. Assess programs and events to ensure that they meet the needs/wants of the EXCEL program.

Assist with the management of equipment and supplies. Process and handle money for activity registration, memberships, admission fees, refunds, and concession sales. Register participants for events; create and maintain records and logs.

Supervise and train volunteers and other staff in facility operations and functions; modify staff schedule as needed. Assist in the overall maintenance of the facility and surrounding areas by coordinating and reporting maintenance issues. Answer phones and maintain orderly office space.

Inspect the facility and equipment to identify safety hazards. For special events, prepare, implement, breakdown, and assess event. Document any incidents or injuries that occur; identify inappropriate behavior or activity and take corrective action.

Administer basic first aid as needed; determine if medical assistance is necessary and ensure medical professionals are contacted in a timely manner. Provide necessary information for supervisor and site staff; complete monthly reports; provide monthly facility attendance report to Community Services Department office. Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Complete other similar duties as assigned. PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS: Position requires, active participation in sports and group games, prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.

Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper, supplies, equipment, and documents weighing up to 25 pounds is also required.

Required to work evenings, weekends, outside in elements, etc. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
