Senior Project Engineer performs complex professional engineering activities as the in-house capital projects engineer. Work involves participating in the development, administration, and implementation of the city's capital project program, providing project management and technical expertise for the full cycle of public works capital improvement projects (CIP), publishing and/or communicating public information regarding CIP projects, policies, and issues.

Employees may also perform other duties as assigned.- Provides engineering project and contract management services for CIP (design to project closeout)including but not limited to, roadways, bridges, intersections, sidewalks, pavement repair, and large stormwater maintenance projects.
- Provides project and financial management, oversight, work direction, guidance, technical assistance, coordination, and review work of consultant service providers; writes and reviews specifications for bids and negotiates agreements with contractors.
- Resolves contract disputes, works with project teams regarding payment or scope of contract, and coordinates with City Attorney on resolutions, as necessary.
- Represents the city in negotiations with businesses, contractors, property owners, and other jurisdictions, with the ability to commit certain city resources to achieve work objectives.
- Investigates, prepares recommendations, and leads the implementation of solutions to public works problems that are visible, highly sensitive, and controversial.
- Prepares materials for grant applications and administers grant agreements for a variety of projects.
- Responds to questions and complaints from the public concerning street, drainage, and development issues, including investigation and documentation of illicit discharges.
- Assists with emergency response.
- Receives, responds to, prepares, and submits a variety of technical, administrative, and official correspondence, documents, forms, reports, and presentations including but not limited to, environmental studies and biologist summaries, legal notices, public educational, informational, and promotional materials, legislature, codes, ordinances, maps, blueprints, specifications, fiscal and budgetary documents, and records, and requested items for city leaders and official.
- May present to Council, Boards and Commissions, and other public meetings and represents the city at meetings and events;attends evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.
- Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
SUPERVISION EXERCISED- This position has no supervisory responsibilities.
QualificationsMINIMUM QUALIFICATIONSBachelor's degree in civil, structural, or environmental engineering; supplemented by number five (5) years of experience in project management and thedesign and construction of municipal infrastructure; or an equivalent combination of education, certification, training, and/or experience.Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSESLicensed in Washington State as a Professional Engineer (PE), CESCL Certification, and Confined Space Training
- May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
PREFERRED QUALIFICATIONSMaster's degree in civil or structural engineering and five (5) years of government or consulting firm experience in engineering, stormwater or transportation capital project planning, development, implementation, and management.
KNOWLEDGE OF- Principles, practices, and procedures of the structural and civil engineering field includingroadways, bridges, intersections, sidewalks, etc., and ability to apply and enforce local, state, and federal regulation and standards to public infrastructure permitting and conformance requirements.
- Project management including the preparation of contract documents, bidding, and construction management.
SKILLS AND ABILITIES- Ability to manage several major projects or issues simultaneously, shifting priorities when necessary and meeting firm deadlines.
- Use of Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
- Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.
- Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely.
- Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
- Regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
Additional InformationPHYSICAL REQUIREMENTSDepending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.
