Description

The Manager, OSP Construction is responsible for overseeing the day-to-day execution of fiber construction projects and leading a team of Field Construction Managers. This role ensures projects are delivered safely, on time, within budget, and in alignment with quality standards.


This position serves as the operational bridge between field execution and leadership, driving consistency across projects, resolving issues in real time, and maintaining strong coordination with internal teams and external contractors.


Key Responsibilities

Construction Operations
  • Lead and support Field Construction Managers in the execution of OSP fiber construction projects from start to finish
  • Oversee daily construction activities, ensuring adherence to project timelines, budgets, and quality expectations
  • Monitor project progress, identify risks, and take corrective action to keep projects on track
  • Partner with Engineering, Project Management, and Operations to ensure alignment across all phases of construction
Field Leadership & Team Oversight
  • Provide direction, coaching, and support to Field Construction Managers
  • Ensure consistency in field execution, documentation, and reporting across all projects
  • Hold team accountable for safety, quality, and performance expectations
  • Assist in developing team capabilities through training and on-the-job support
Safety & Quality Compliance
  • Enforce safety standards and ensure compliance with company policies, OSHA, and industry regulations
  • Conduct field visits and audits to verify quality of construction and adherence to standards
  • Address and resolve safety or quality issues quickly and effectively
Contractor & Vendor Coordination
  • Work closely with contractors to ensure work is completed according to scope, schedule, and quality requirements
  • Monitor contractor performance and escalate issues as needed
  • Support contract adherence and assist in resolving field-level challenges
Budget & Resource Management
  • Track project budgets and resource utilization across assigned projects
  • Identify cost risks and support efforts to maintain financial targets
  • Ensure efficient use of labor, materials, and equipment
Process Improvement
  • Identify opportunities to improve construction processes, workflows, and field efficiency
  • Support implementation of standard operating procedures and best practices
  • Provide feedback to leadership on field challenges, trends, and opportunities for improvement

Requirements


Education & Experience
  • Bachelor's degree in Communications, Engineering, Construction Management, or related field preferred (or equivalent experience)
  • 5+ years of experience in OSP fiber construction within the telecommunications industry
  • 2+ years of experience leading teams or overseeing field construction activities
Technical Skills
  • Strong knowledge of OSP fiber construction, including underground and aerial builds
  • Familiarity with RUS, NEC, and OSHA standards
  • Ability to read and interpret construction drawings, splicing diagrams, and network designs
  • Proficient in Microsoft Office and project tracking tools (experience with systems like HES preferred)
Leadership & Communication
  • Experience leading field teams and working with contractors
  • Strong problem-solving skills with the ability to address issues quickly in a fast-paced environment
  • Effective communicator with the ability to coordinate across multiple teams and stakeholders

Preferred Qualifications

  • Experience managing multiple concurrent fiber construction projects
  • Background working with contractors and vendor performance management
  • Exposure to budget tracking and cost control within construction environments
