The Security Escort protects Government property, information, facilities, documentation, materials, buildings, and equipment from unauthorized access, theft, sabotage, inadvertent disclosure, or other security breaches. The position escorts uncleared visitors and service personnel in secure areas; monitors activity with strong situational awareness and observation; supports access-control, patrol, traffic-control, emergency-response, and security-incident duties; and performs all work in accordance with applicable Government orders, policies, directives, annexes, manuals, and procedures.
Responsibilities
  • Protect Government property, information, documentation, materials, buildings, and equipment from unauthorized access, theft, sabotage, inadvertent disclosure, or breach of security.
  • Escort uncleared visitors, maintenance personnel, delivery personnel, construction contractors, janitorial crews, and other service personnel in secure spaces.
  • Maintain required escort ratios of no less than five uncleared persons to one cleared escort in common spaces and Secret Open Storage areas, and three uncleared persons to one cleared escort in SCIFs.
  • Maintain knowledge of applicable Department of Defense policies and directives, Marine Corps Orders, local policies, security annexes, special orders, manuals, procedures, and Government-issued updates pertaining to security work at the facility.
  • Respond to and assist RKB employees, visitors, and emergency-response personnel during security- and safety-related situations while exercising sound judgment and complying with facility policies and procedures.
  • Maintain knowledge of emergency-evacuation procedures and provide first aid when required.
  • Cooperate with and assist law-enforcement agencies during criminal investigations or security incidents occurring at the RKB Complex.
  • Assist with authorized inquiries concerning losses or thefts of Government or personal property, employee misconduct, and other security-related incidents. Do not provide reports to the customer without an approved Security Review Request Form.
  • Raise and lower Government-furnished United States and departmental flags when requested; replace worn Government-provided flags as necessary; and ensure flags are flown at half-staff when required or directed, in accordance with the U.S. Flag Code and applicable special orders.
  • Conduct routine and random patrols throughout the RKB Complex, including perimeter-door checks, and vary patrol routes to avoid establishing a predictable pattern.
  • Inspect the entire perimeter fence at least monthly and submit repair work orders through the FSMD work-control system when needed.
  • Provide traffic, parking, and pedestrian-control services; direct traffic; and issue parking violations and warnings in accordance with the RKB Physical Security Operations Parking Management Annex #6.
  • When directed by FSMD Security, support the Provost Marshal Office with Random Antiterrorism Measures, including entry and exit inspections, flash-pass checks, and additional roving patrols in accordance with applicable DoD requirements.
  • Enforce personnel-identification procedures and issue verbal warnings, as required, concerning proper badge display.
  • Carry a Government-furnished radio at all times when not actively escorting inside a secure space and maintain professional radio communications.
  • Complete and maintain required First Aid, CPR, X-Ray screening, and magnetometer screening training and certifications.
  • Other duties as assigned

Qualifications
  • High school diploma or equivalent.
  • Active Top Secret security clearance and ability to maintain the clearance and access required for assigned secure areas.
  • Successfully pass background and drug screening.

Knowledge, Skills and Abilities:
  • Knowledge of security escort principles, access-control practices, emergency procedures, and protection of sensitive Government information and property.
  • Strong situational awareness, observation, judgment, attention to detail, and ability to recognize and report security or safety concerns.
  • Ability to maintain continuous accountability of escorted personnel and enforce prescribed escort ratios and access limitations.
  • Ability to communicate clearly and professionally with Government personnel, visitors, contractors, emergency responders, law-enforcement personnel, and coworkers.
  • Ability to remain alert, calm, courteous, and decisive during routine operations, emergencies, investigations, and security incidents.
  • Ability to follow written and verbal instructions, special orders, manuals, security annexes, post requirements, and local procedures.
  • Ability to use two-way radios and security-screening equipment and to submit work orders or required operational documentation.
  • Ability to protect controlled information and exercise discretion when handling security-related reports and inquiries.
  • Ability to work independently and as part of a security team in indoor and outdoor environments.
  • Prior experience providing security escort, access-control, force-protection, military, law-enforcement, or physical-security services in a controlled Government environment.
  • Current First Aid and CPR certifications.
  • Ability to obtain First Aid and CPR certification within 90 days of hire and maintain active certifications throughout employment.
  • Ability to complete and maintain training and certification on Smiths Detection X-Ray and CEIA magnetometer screening procedures.
  • Ability to understand and apply written security orders, directives, policies, procedures, post orders, and emergency-evacuation requirements.
  • Ability to work on site, perform walking and standing duties, conduct interior and exterior patrols, and work assigned schedules based on contract requirements.
  • Current training or experience operating Smiths Detection X-Ray and CEIA magnetometer screening equipment.
  • Experience working in or around SCIFs, Secret Open Storage areas, or other controlled-access facilities.
  • Experience conducting patrols, perimeter inspections, traffic and parking control, badge enforcement, or Random Antiterrorism Measures.
