Geospatial Systems Engineer (TS/SCI)

Position Summary

An active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required for this position.
The Senior Geospatial Systems Software Engineer provides technical leadership in the design, integration, and sustainment of enterprise geospatial systems supporting Department of War and Intelligence Community mission objectives. The incumbent leads the development of secure, scalable, cloud-enabled geospatial solutions that align with Army modernization and enterprise convergence initiatives. This position requires extensive experience architecting enterprise GIS solutions, leading DevSecOps initiatives, implementing containerized applications, and integrating geospatial services within secure environments.

Essential Duties and Responsibilities

  • Lead the architecture, design, development, integration, and sustainment of secure enterprise geospatial systems supporting Department of War and Intelligence Community mission objectives.
  • Translate operational and technical requirements into scalable geospatial solutions aligned with Army modernization, enterprise convergence, and mission priorities.
  • Provide technical leadership throughout the software development lifecycle, including requirements analysis, system architecture, application development, testing, deployment, integration, and sustainment using Agile, Scrum, and DevSecOps methodologies.
  • Architect, deploy, and maintain containerized geospatial applications and microservices using Docker, Kubernetes, and OpenShift while implementing CI/CD pipelines, automated testing, Static Code Analysis, Container Security Scanning, and vulnerability remediation.
  • Design, develop, and integrate enterprise GIS solutions utilizing ArcGIS Enterprise, ArcGIS Pro, QGIS, GeoServer, PostGIS/PostgreSQL, commercial geospatial exploitation tools (ENVI, RemoteView, ERDAS IMAGINE, Skyline), and interoperable OGC-compliant services (WMS, WFS, WMTS, WCS, and OGC API – Features).
  • Develop and optimize enterprise geospatial data pipelines supporting the acquisition, processing, transformation, storage, dissemination, and analysis of geospatial data while enabling AI/ML integration and advanced analytics.
  • Ensure compliance with Risk Management Framework (RMF), Security Technical Implementation Guides (STIGs), cybersecurity policies, access control requirements, and enterprise security standards.
  • Conduct architecture reviews, code reviews, quality assurance evaluations, database design sessions, and technical assessments to ensure system reliability, security, and performance.
  • Collaborate with government stakeholders, software developers, cybersecurity personnel, and system administrators to deliver secure, interoperable geospatial capabilities that meet mission requirements.
  • Mentor and provide technical guidance to software engineers while promoting engineering best practices, continuous improvement, and knowledge sharing.
  • Prepare and maintain technical documentation, architecture artifacts, implementation guides, and engineering standards supporting enterprise geospatial systems.

Required Qualifications

  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • U.S. Citizenship.
  • Bachelor's or Master's degree in Information Systems, Computer Science, Software Engineering, Geographic Information Systems, or a related technical discipline.
  • Minimum of 10 years of experience in systems engineering, software engineering, systems integration, or enterprise application development supporting large-scale systems.
  • Minimum of 5 years supporting Department of War, Intelligence Community, or other U.S. Government programs.
  • Demonstrated experience leading enterprise GIS architecture, development, and systems integration efforts within secure environments.
  • Extensive experience designing, deploying, and managing containerized applications using Docker, Kubernetes, and OpenShift.
  • Demonstrated experience implementing DevSecOps practices, CI/CD pipelines, Static Code Analysis, and Container Security Scanning.
  • Strong knowledge of RMF, STIG compliance, cybersecurity best practices, and secure software development methodologies.
  • Advanced programming experience with Python, JavaScript, C++, C#, HTML, and SQL.
  • Extensive experience with ArcGIS Enterprise, ArcGIS Pro, GeoServer, QGIS, PostGIS/PostgreSQL, and enterprise geospatial architectures.
  • Expert knowledge of OGC standards and implementation of interoperable geospatial services.
  • Demonstrated experience leading Agile software development teams and mentoring technical personnel.
Preferred Qualifications

  • Experience supporting Army modernization initiatives or enterprise geospatial modernization programs.

  • Knowledge of containerization technologies, Kubernetes orchestration, OpenShift administration, and cloud-native application development.
