Job Responsibilities
This position is located within the South Carolina Division of Procurement Services (DPS).
The State has procured a SaaS electronic procurement system Ivalua, as a replacement for the on-premises eProcurement component of the state's enterprise information system (SCEIS). The Ivalua system must integrate with SCEIS. The state is currently in the implementation and integration stage, with KPMG acting as the implementor/integrator. DPS is the Business Process owner of the Ivalua system, and the Department of Administration (Admin) is the technical owner of the system.
DPS is seeking a leader to represent its interest and coordinate closely with Ivalua, KPMG, Admin, and other stakeholders in the implementation and operation of the Ivalua system. The incumbent will lead and manage the DPS eProcurement team. The candidate will build a sustainable eProcurement program to manage and maintain DPS information systems in collaboration with the Department of Administration. The successful candidate understands business and strategic goals and is able to translate business requirements into a common, prioritized functional roadmap for procurement technology.
During the project lifecycle phases, the incumbent and the eProcurement team will:
  • Review production cutover, data migration, environment strategy, and communication plans to ensure system and organization readiness for statewide implementation.
  • Review and approve system documentation such as business and technical documents, test plans, test and test results.
  • Identify and monitor project activities to ensure tasks are executed on time to meet critical path milestone dates according to approved project schedule.
  • Facilitate/coordinate business assessment requirements gathering, make suggestions for system enhancements.
  • Review and approve contractor deliverables to ensure deliverables align with contractual service level agreement and project requirements.
  • Coordinate/facilitate work with Department of Admin staff to ensure integration with SCEIS Enterprise Central Components via the State's middleware platform is effective and adaptable to the State's procurement and financial business requirements.
  • Lead the eProcurement project team to ensure collaboration and continuity for smooth team development.
  • Assist with identifying and developing state's transition requirements for smooth cutovers from current to the new eProcurement system.
  • Coordinate with SCEIS to identify and execute organization change management and communications activities for the new eProcurement system.

Post Implementation:
  • Lead the eProcurement team and provide business support services to DPS stakeholders in their use of State's eProcurement technology including training, documentation, tier two and tier three support as appropriate to include assisting with help desk response new user onboarding, and version management for system upgrades.
  • Reviews new features of software versions, conducts comparison analysis and recommendations on software upgrades for implementation.
  • Maps changes to the business environment that are impacted by new features and works with SCEIS to establish an implementation roadmap.
  • Reviews and reports performance metrics that demonstrate use and benefit to State.
  • Develop business cases for new technology features, including cost benefit analysis, provide case study results whether the technology has been implemented, and make recommendations for mitigating any gaps.
  • Works with other procurement offices to adopt common eProcurement technology solutions and participate in its governance.
  • Works with SCEIS and Ivalua to ensure effective business continuity and response to ensure business transactions executed in eProcurement systems are available, works with SCEIS and Ivalua to implement effective preemptive measures to prevent unavailability of procurement systems, supports SCEIS responses to technology outages.
  • Acts as liaison and provides leadership for team and area of responsibility, provides leadership, direction, and coaching on project specific tasks and individual professional development.
  • Within DPS's area of responsibility, monitors and manages issues involving suppliers and State to resolution.
  • Establishes, coordinates, and leads system user group to ensure e-procurement system is effectively meeting current and evolving business needs.
  • Work in collaboration with SCEI to coordinate deployment and use of eProcurement system by local governments and political subdivision; advises DPS leadership and/or Agency business executives about project portfolio, status, and resource planning to deliver strategic business initiatives.
  • Assists in identifying, evaluating, and developing methods and procedures that are efficient, effective, and meet good business practice, maintains excellent communication with upper management both within and across organizations to ensure smooth execution of all sponsored DPS projects.
  • Leads business functions of the Ivalua system in a mature, organization-focused manner, develops project management plans to support project policies, standards, and procedures.
  • Work with SCEIS to establish and administer a set of governance practices for how multiple procurement offices and other key stakeholders make single, common decisions about the direction of eProcurement technology.
  • Provides impact analysis for key decisions and policies under consideration so that procurement leaders make informed decisions.
  • Support State Procurement interests in broader ERP/SCEIS strategy, discussion, and governance procurement system at end of life and migration to and adoption of new eProcurement system.
  • Advises DPS on staffing plan to support current and future work demands and program deliverables.
  • Supervise assigned eProcurement staff, lead, coach, and mentor team members to help staff achieve individual expectations and deliverables.
  • Monitor and assess resources loads and make resource allocation assignments as appropriate.
  • Performs other related duties as required, serves as eProcurement system representative for project in public forums, attends conferences and seminars, attends senior staff meetings, makes project presentation to organization, agencies executive management, public and private groups, other duties as assigned.

Minimum and Additional Requirements
A bachelor's degree and relevant experience in project management or an approved acceptable equivalence per State Human Resources regulations.
Preferred Qualifications
Complex information systems integrations, IT Software vendor management experience/or experience managing major software as-a-service platforms. Knowledge of software development lifecycle for waterfall and/or agile methodologies.
