Job Summary
The Surveillance Program Manager performs highly complex epidemiological work in conducting analytical work to investigate the occurrence and distribution of diseases and health-related issues in local populations. Work involves investigating public health problems; planning, developing, coordinating, and conducting epidemiological investigations; designing and implementing unit data collection systems; analyzing data; and disseminating investigation results. They apply statistical and epidemiological methodologies to identify risk factors, track disease trends, and develop evidence-based strategies for disease prevention and control. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This is a grant funded position.

Proposes and initiates epidemiological projects, including design specification and analysis, and presents project results.
Coordinates epidemiological data collection operations, defines database requirements, and provides quality control for data management of epidemiological investigations.
Takes a leading role in epidemiological investigations originating from cluster cases, surveillance case reports and conducts summarized findings reports in forming decision making strategies leading to actionable steps to curb the incidence rates of conditions negatively impacting a local community.
Initiates, reviews, and provides consultation on epidemiological investigations.
Designs, implements, and evaluates surveillance processes for adverse health conditions.
Determines the appropriate formats for epidemiological reports; and coordinates the technical preparation, graphics design, and compilation of finished reports.
Provides work direction and leadership to assigned projects, including scheduling, assignment of work, and review of project efforts.
Reports the results of epidemiological investigations to various professional, state, and national organizations such as the U.S. Centers for Disease Control and Prevention.
May serve as a consultant in the control of public health problems and recommends interventions and control measures in response to epidemiologic findings.
Assists in the planning and execution of agency epidemiological programs.
May coordinate with others in the collection of epidemiological data and serve as a project leader or surveillance coordinator.
Performs related work as assigned.
Minimum Education & Experience
Master's degree (no experience), or bachelor's degree plus two years of experience, or associate's degree plus four years of experience, or high school graduation or GED plus six years of experience.
Special Certifications & Licenses
Valid Texas Driver's License.

Physical Demands
Light physical effort; may require brief periods of heavy muscular exertion, such as standing, lifting, moving, pulling, pushing, etc. Ability to exert up to 20-25 lbs. of force occasionally to move objects.
Responsibility for Equipment & Property
Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of City vehicle.
Working Conditions
Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.
