Project Overview:
Several combined cycle power projects are currently underway or planned to be developed and executed by Bechtel over the next 5-10 years. During the development phase of these projects, teams will be organized to support multiple projects concurrently. Following project award, dedicated project teams will be formed, and personnel will be assigned to each combined cycle project
Job Summary:
In this role, you will manage a project's Supply Chain operation and its assigned Supply Chain personnel to establish and implement the procurement and subcontract planning, acquisition, order administration, materials management, and delivery of goods and/or services. Your team will execute the project Supply Chain plan, ensuring the monitoring of safety, quality, cost, and performance and that all contractual duties and obligations are met by all parties for each purchase order and subcontract.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-JL1
Major Responsibilities:
  • Lead all project procurement and supply chain activities from project initiation through closeout.
  • Develop and implement project sourcing strategies, procurement execution plans, and supply chain objectives.
  • Establish package strategies and acquisition plans for major equipment, materials, and services.
  • Direct bidder selection, market engagement, solicitation, evaluation, negotiation, and award activities.
  • Manage strategic supplier relationships and drive supplier performance, capacity, and delivery reliability.
  • Oversee procurement execution to ensure commitments support project cost, schedule, and quality requirements.
  • Lead procurement planning for critical and long-lead equipment to support engineering and construction milestones.
  • Direct expediting, supplier quality, logistics, and transportation activities to ensure timely delivery of materials and equipment.
  • Manage supply chain risks, including market constraints, supplier performance, manufacturing delays, and logistics disruptions.
  • Coordinate procurement and material availability with engineering, construction, startup, and project controls teams.
  • Oversee materials management activities, including forecasting, inventory planning, warehousing, and field material support.
  • Monitor procurement budgets, commitments, forecasts, and performance metrics, driving continuous improvement and cost optimization including the use and development of AI tools and solutions.
  • Ensure compliance with company procedures, governance requirements, and approved sourcing practices.
  • Lead and develop procurement, purchasing, expediting, supplier quality, logistics, and materials management personnel.

Education and Experience Requirements:
  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:
  • Extensive experience in Procurement, Contracts and/or Supply Chain Management.
  • Preference for experience on EPC Projects with the formation and management of agreements for power island equipment on combined cycle power plants or other power generation facilities.
  • Extensive experience in preparation of commercial terms and conditions for agreements of high risk or complexity, ensuring that requirements of the prime contract are incorporated.
  • Extensive experience in project setup, including building a team, developing project specific templates, and developing project execution strategy.
  • Demonstrated skills in developing and upskilling team members, working and communicating effectively with all levels of project functional groups Knowledge of major power plant equipment and the key interfaces.
  • Extensive experience collaborating with cross-functional teams such as Project Controls, Engineering, Health Safety and Environment, Sustainability, Quality and Construction to achieve project goals.
