Job description

Description:

OCH Technologies is seeking a Program Manager as the single point of accountability for all contract performance on the FAA NASEO Cybersecurity Testing and Directorate Support Services contract. They will work with the FAA Contracting Officer (CO) and Contracting Officer's Representative (COR) and manage schedules and budgets across all task areas. They will also lead quarterly Program Management Reviews (PMRs), and ensure staffing levels and qualifications remain compliant with contract requirements.


The Program Manager will be responsible for overall program execution, contract compliance, staffing management, financial oversight, risk management, and customer satisfaction.


This position supports a proposal effort and is contingent upon award, customer approval, and successful onboarding requirements.


Location


Hybrid – Air Traffic Control System Command Center (ATCSCC) Washington, DC)/Herndon, VA

This position may require occasional travel to MMAC OKC, WJHTC Atlantic City, and other FAA facilities for meetings and site visits.

Core Responsibilities & Duties

  • Serve as OCH's primary point of contact for the FAA CO, COR, and program office on all contractual and administrative matters.
  • Develop and maintain the Program Management Plan (PMP), Integrated Master Test Schedule, and all program-level CDRLs.
  • Lead quarterly Program Management Reviews (PMRs) and prepare associated presentation materials, agendas, and minutes.
  • Manage contract budget, labor utilization, and CLIN burn rates.
  • Provide early warning on funding, staffing, or schedule risks.
  • Coordinate staffing actions including recruiting, onboarding, security processing, and backfill planning.
  • Maintain qualified bench depth to prevent gaps.
  • Manage subcontractor performance, deliverable quality, and compliance with flow-down requirements.
  • Own the Monthly Status Report (MSR) and Monthly Financial Report (MFR) and ensure all deliverables are submitted on time and meet quality standards before COR review.
  • Oversee phase-in and phase-out transition activities including inventory, badging, knowledge transfer, and documentation turnover.
  • Ensure compliance with all applicable FAA orders, AMS clauses, and contract-specific requirements including personnel suitability, records management, and confidentiality.
  • Identify and escalate risks to the OCH executive team.
  • Recommend and implement corrective actions when performance trends deviate from plan.

Responsibilities may evolve over time to support team and organizational goals but will remain consistent with the overall scope of the role.

Requirements:

Minimum Qualifications


Education

Bachelor’s degree in computer science, Mathematics, Engineering, Statistics, Business Administration, or a related field from an accredited college or university


Experience

  • A minimum of fifteen (15)+ years of experience managing technical programs/projects and supervising staff, including at least 3 years of government contracting experience.
  • Demonstrated experience managing T&M and FFP/FFPLOE contracts with multiple concurrent task areas and geographically distributed staff.
  • Experience leading program management reviews, developing CDRLs, and interfacing with government CORs and contracting officers.
  • Familiarity with federal cybersecurity policy frameworks (FISMA, NIST RMF, continuous monitoring) sufficient to manage technical staff and review deliverables.
  • Experience managing subcontractor relationships including performance oversight, deliverable integration, and compliance.
  • Demonstrated experience managing multi-disciplinary cybersecurity or IT services contracts in the federal sector, preferably supporting the FAA or another safety-critical operational environment.

Security Clearance Requirement

Candidate must have the ability to obtain and maintain a Public Trust


Certifications

PMP (Project Management Professional) certification required

ITIL Foundation or higher preferred


Preferred Qualifications

  • Prior experience supporting FAA contracts, particularly within ATO, NASEO, or ACG organizations.
  • Understanding of FAA Acquisition Management System (AMS) procurement processes.
  • Experience with EOS (Entrepreneurial Operating System) or similar operational management frameworks.
  • Experience managing contract phase-in and transition activities from incumbents.
