Job description

Position: Environmental Engineer II
Location: Big Sandy Plant – Catlettsburg, KY

Hours of work: Mondays - Fridays, 7:00 AM - 4:00 PM, 40 Hrs/Wk - Work outside normal hours is to be expected. Must be available outside normal hours as needed.

The Environmental Engineer II is responsible for ensuring compliance with all applicable federal, state, and local environmental and transportation regulations while managing all aspects of the site's environmental program. The role is heavily focused on day-to-day environmental compliance and operational oversight, which comprises the majority of responsibilities, including air permitting, wastewater, stormwater, and hazardous waste management.
In addition, the Environmental Engineer II supports regulatory reporting and documentation, dedicating a significant portion of time to preparing and submitting required environmental reports such as SARA, DMRs, air certifications, and hazardous waste reports. The role also contributes to the development of environmental procedures and employee training, while providing ongoing support for broader Environmental, Health, Safety, and Responsible Care initiatives.
The Environmental Engineer II reports directly to the Big Sandy Plant Environmental Health & Safety Manager, with a dotted-line reporting relationship to the Plant Manager and Regional Center of Excellence (COE).
Duties and Responsibilities (not limited to)

  • Oversee and maintain environmental regulatory compliance for assigned facilities
  • Manage day-to-day environmental operations, including air permits, wastewater discharge, stormwater compliance, and RCRA Part B requirements
  • Participate in daily plant meetings and conduct routine plant inspections to ensure compliance and identify improvement opportunities
  • Provide environmental training to employees and promote a culture of environmental stewardship and compliance
  • Prepare and submit all required environmental reports for assigned locations, including but not limited to
  • SARA/EPCRA reporting
  • Discharge Monitoring Reports (DMRs)
  • Annual air permit certifications
  • Hazardous waste reports
  • Deviation and exception reports
  • Ensure accuracy, completeness, and timely submission of all regulatory documentation
  • Develop and implement operational procedures and methods to meet evolving environmental regulatory requirements
  • Assist with or lead environmental training programs to ensure employee awareness and compliance with environmental standards
  • Support other Environmental, Health & Safety initiatives and projects as assigned by the Environmental Health & Safety Manager
  • Provide cross-functional EH&S support to assigned facilities as needed

Qualifications

  • Bachelor's degree (B.A. or B.S.), or equivalent from four-year college or university is required
  • 2-3 years Environmental Program Management experience is required
  • Air permitting experience is preferred
  • Emergency response experience is preferred
  • Environmental training experience is preferred
  • Experience in regulatory inspections and agency interface (EPA, state, local) is preferred
  • Landfill operations knowledge is preferred
  • RCRA – TSDF experience is preferred
  • Title V, NPDES, and hazardous waste reporting experience is preferred
  • TSCA, TRI, Tier II Reporting is preferred
  • Waste management experience is preferred
