Title - Fisheries Policy Analyst
Client: NOAA (National Oceanic and Atmospheric Administration)
Location: Silver Spring, MD

Position Overview
NOAA is seeking a highly motivated Marine Policy & Resource Management Specialist to support marine resource management, policy development, regulatory analysis, and stakeholder engagement activities. The ideal candidate will possess a strong understanding of coastal and marine resource management issues, federal regulatory frameworks, and environmental policy processes affecting marine ecosystems and fisheries management.
This position offers the opportunity to work closely with NOAA leadership, federal partners, scientific experts, and stakeholders to support policy initiatives and resource management programs that advance NOAA's mission of protecting and sustaining the nation's marine resources.
Key Responsibilities
  • Provide policy, programmatic, and analytical support for NOAA marine resource management initiatives.
  • Research, analyze, and synthesize scientific, regulatory, and policy information to support decision-making processes.
  • Assist in the development, review, and implementation of policies, guidance documents, reports, briefings, and recommendations.
  • Support compliance and regulatory activities associated with federal marine resource management programs.
  • Coordinate and collaborate with internal NOAA offices, federal agencies, state partners, academic institutions, and external stakeholders.
  • Monitor and assess emerging issues, legislative developments, and policy changes affecting marine and coastal resource management.
  • Prepare written reports, presentations, briefing materials, and correspondence for senior leadership.
  • Participate in meetings, workshops, and stakeholder engagement activities related to marine resource conservation and management.
  • Contribute to interdisciplinary teams addressing complex environmental and resource management challenges.
  • Support special projects and initiatives as assigned.

Minimum Qualifications
  • Master's Degree or Ph.D. in Marine Policy, Environmental Policy, Marine Affairs, Fisheries Science, Environmental Science, Natural Resource Management, Public Policy, or a closely related field.
  • Demonstrated interest in and/or knowledge of coastal and marine resource management and policy issues.
  • Experience working with federal agency policies, regulations, and administrative processes applicable to marine resource management in state or federal waters.
  • Strong written and verbal communication skills with the ability to effectively synthesize complex information for diverse audiences.
  • Excellent interpersonal, organizational, and analytical skills.
  • Ability to work independently and collaboratively in a dynamic environment.
  • Demonstrated initiative, adaptability, flexibility, and a strong desire to learn and grow professionally.
  • Ability to navigate ambiguity and manage multiple priorities effectively.
  • Knowledge of one or more of the following federal statutes:
    • Magnuson-Stevens Fishery Conservation and Management Act (MSA)
    • National Environmental Policy Act (NEPA)
    • Endangered Species Act (ESA)
    • Marine Mammal Protection Act (MMPA)

Preferred Qualifications
  • NOAA Sea Grant John A. Knauss Marine Policy Fellowship alumnus/alumna.
  • Experience supporting federal marine conservation, fisheries management, environmental compliance, or ocean policy programs.
  • Familiarity with NOAA organizational structure, mission programs, and marine resource management initiatives.
  • Experience engaging with federal, state, tribal, academic, and non-governmental stakeholders.
  • Strong policy analysis and technical writing experience.

Compensation: $80,000.00 - $95,000.00 per year
