We specialize in environmental and regulatory consulting for some of the region's most transformative infrastructure projects; from billion-dollar stormwater tunnels and climate-resilient seawalls to electric transit systems and social equity programs ensuring access to clean drinking water. Our team leads the planning and implementation of complex public infrastructure initiatives dedicated to environmental stewardship and sustainable land use.


Job Summary: InterAgency is seeking a motivated and detail-oriented Mid-Level Environmental Scientist to work alongside senior environmental staff on major resiliency and infrastructure projects throughout the Washington, D.C. metropolitan area. The successful candidate will collaborate on multidisciplinary projects spanning planning, design, permitting, and construction phases, with a focus on environmental compliance, infrastructure resilience, and natural resource protection.

Projects may include:

  • Subsurface infrastructure improvements designed to mitigate flooding impacts
  • Rehabilitation and redesign of existing seawalls to address sea level rise and resilience
  • Bridge construction over navigable waterways
  • Stream restoration projects

The ideal candidate will possess strong analytical and organizational skills, the ability to work collaboratively across teams, and an interest in complex environmental and infrastructure initiatives that support long-term community resilience.

Key Responsibilities:

  • Prepare and manage federal, state, and local environmental permit applications, including coordination through agency review and approval processes
  • Assist in the preparation of National Environmental Policy Act (NEPA) documentation and supporting environmental analyses
  • Advise clients on environmental permitting strategies and regulatory requirements through desktop assessments and detailed permit matrices
  • Collaborate with project managers to ensure technical accuracy, completeness, and alignment with project scope, budget, schedule, and client expectations
  • Support the development of technical proposals and client deliverables
  • Prepare Environmental Management Plans and related compliance documentation
  • Support administration and compliance activities related to Erosion and Sediment Control (ESC) and Stormwater Management (SWM) programs
  • Mentor junior environmental staff through technical guidance and project collaboration


Minimum Qualifications:

  • Bachelor's degree in Environmental Science or related field
  • 3-7 years of environmental consulting experience
  • Experience with environmental permitting and regulatory compliance
  • Proven knowledge of Clean Water Act and related regulations, including 7 of Endangered Species Act and 106 of National Historic Preservation Act (see preferred qualifications)
  • Excellent communication skills and ability to work as part of a team.
  • Ability to manage multiple projects under tight deadlines


Preferred Qualifications:

  • Professional Wetland Scientist (PWS) or Professional Wetland Delineator (PWD) certification preferred
  • ISA Certified Arborist credential preferred
  • Experience supporting NEPA documentation and environmental review processes
  • Experience conducting or supporting Phase I Environmental Site Assessments (ESAs)
  • Proficiency with GIS software and spatial data analysis tools


Physical Requirements:

  • Must be able to perform the essential functions of the position with or without reasonable accommodation.
  • May complete field work at active construction sites, including walking on uneven terrain and working outdoors in varying weather conditions.
  • Must be able to stand and walk for extended periods, occasionally climb ladders or slopes, and lift or carry up to 25 pounds.
  • Required to wear personal protective equipment (PPE) as needed on construction sites.


Employment Conditions:

  • Full-time, exempt position.
  • Work conditions & location: In-office four (4) days a week, one (1) day remote.
  • Office locations in DC, Bethesda, and Tyson's Corner VA. Location and schedule will be coordinated with supervisor.
  • Regular business hours 8:00 am to 5:00 PM (EST).

  • Salary range: $75K - $105K annually, commensurate with experience.
