At Joby, we've been working to make that dream a reality since 2009 and we're now in the final stages of certifying our aircraft with the FAA. With plans to launch our aircraft in the US and Dubai, we're now scaling manufacturing and preparing for the launch of our commercial service.

Overview

Joby Aviation is seeking a Program Manager to lead environmental reviews for our manufacturing and vertiport developments. Reporting to the Environmental Planning and Sustainability Lead, you will develop and execute permit screening and planning at the state and federal levels, providing the technical foundation for our global infrastructure pipeline and site selection strategy.

The Environmental Planning and Sustainability Team team bridges the gap between regulatory compliance and operational innovation. We manage everything from air permitting to energy efficiency, ensuring Joby can manufacture and operate its aircraft at scale. This role is a cross-functional hub, requiring close collaboration with Infrastructure, Policy, and Business Development to drive global infrastructure projects from concept to reality.

You will oversee the permitting lifecycle across multiple jurisdictions, navigating environmental review processes domestically and internationally including NEPA, CEQA, and CEQR for greenfield, urban, and airport sites. By developing internal tools and market-specific strategies, you will streamline the development of manufacturing plants, maintenance hubs, and the vertiports essential to our all-electric air taxi service.

Responsibilities
  • Execute appropriate environmental site assessments and due diligence studies to inform feasibility of development
  • Develop internal screening tools including a permitting playbook to inform development scope, timeline, resourcing and risk.
  • Develop novel acoustics permitting strategy with Policy and Acoustics teams to enable streamlined city, state and federal permitting adoption
  • Analyze potential sites to flag potential environmental risks, supporting long term development efforts as part of our interdisciplinary approach towards site evaluation and selection
  • Manage multiple land use studies and associated consultants simultaneously across different types of operational sites including manufacturing and vertiport operation and gain sign-off from required authorizing agencies
  • Lead cross-functional internal coordination across key functions including Policy, Commercial Operations, Infrastructure, Facilities and Business Development for inputs and execution on environmental permitting
  • Respond, on behalf of lead agency clients, to comments and questions raised during the environmental review process
  • Provide technical support and advice to stakeholders on environmental issues
  • Participate in public and community engagement
  • Collaborate with key stakeholders for international development projects, researching local environmental planning regulations as needed to help peer review and advise on critical project decisions
Required
  • 5+ years relevant experience with a proven track record in environmental planning and compliance
  • Bachelor's or Master's degree in Environmental Planning, Environmental Science, or related field
  • Knowledge of California, New York and federal environmental permitting laws and regulations
  • Familiarity with the environmental procedures such as 1050.G for agencies like FAA, USFWS, Army Corp of Engineers etc.
  • Experience with establishing, maintaining, and fostering cross-functional relationships
  • Ability to flourish with minimal guidance, be proactive, and handle uncertainty and ambiguity
  • Successfully contributed to land use studies such as NEPA or CEQA within the United States
  • Outstanding communication and interpersonal skills
  • Proven track record of program management - managing, organizing, and driving deliverables of complex projects
  • Strong analytical skills and written communication skills

Additional Information

This role can sit at any of our Northern California offices (Santa Cruz, Marina, or San Carlos), our Los Angeles office (Santa Monica), or our NYC office.Compensation at Joby is a combination of base pay and Restricted Stock Units (RSUs). The target base pay for this position is $90,700-$165,400/yr. The compensation package will be determined by job-related knowledge, skills, and experience.
