Position Summary and Qualifications

Under direct supervision of the Environmental Engineer, or Supervising Engineer, performs responsible Geographic Information System (GIS) work in the preparation of GIS products and AutoCAD drafting work in the preparation of utility engineering drawings.
Ability to incorporate and employ on a continuous basis: initiate change, creativity, collaboration, pride and accountability.
Ability to establish effective working relationships through skillful listening, verbal and written communication.
Ability to estimate cost of routine projects.Some ability to organize field and office tasks for staff to increase the capacity of the Department to produce project documents.
Advanced skill in the use of AutoCAD to prepare technical drawings related to water and wastewater projects from sketches, redlines and verbal instructions.
General skill in the use of ESRI GIS products.
Knowledge of and skill in the use of computer hardware, GPS, scanners, and plotters.
Knowledge of ESRI GIS software , and AutoCAD Map.
Knowledge of principles and practices of W/WW distribution and collection system engineering design and land surveying. Knowledge of local and state permitting regulations.
Knowledge of algebra, geometry and trigonometry for performing basic engineering calculations and the preparation of drawings, cost estimates, and easement documents.
May require announced or unannounced work and the ability to respond to call-out work during non-working hours or emergencies.
A valid State of Florida driver's license is required.
Graduation from high school or an acceptable equivalency diploma.
Successful completion of the FPUA Drafting Technician Trainee program and the recommendation of the Supervising Engineer OR Graduation from on accredited two (2) year technical school or community college with major course work in engineering (AA or AS Degree) or equivalent course work in an approved four (4) year program of study OR at least two (2) years full-time experience utilizing AutoCAD and ArcGIS software with a comparable utility or consulting engineer.
A valid State of Florida driver's license is required.
A comparable amount of training and experience may be substituted in lieu of the minimum qualifications.
(NOTE: There are also secondary functions, which the employee will be required to perform.)
Works with Department staff in the development of FPUA standard designs, procedures, and practices.
Assists engineers and technicians in project design, preparation of plans, permits and specifications.
Performs moderate drafting and illustrative graphics functions related to the preparation of utility engineering plans, record drawings and visual aids.
Drafts and reviews drawings prepared from notes, original drawings or from verbal or written instructions.
Plots topographical surveys and water and wastewater utility layouts from notes or drawings.
Prepares routine GIS mapping products to meet current needs within the Department and FPUA.
Performs routine editing of features and attributes in the GIS using ESRI GIS software.
Prepares routine GIS queries and printed reports to meet current needs within the FPUA.
Assists department by performing routine tasks in the assessment of future GIS needs and development of future GIS related products.
Assists department by performing routine tasks in support of Water and Wastewater Engineering projects.
Performs routine tasks in the field such as facility inventory, collecting various measurements of distances or objects in or on surfaces, poles and trenches, taking digital images of field conditions, and writing field notes on paper or GPS.
Searches for and interprets legal descriptions for land parcels needed for easements and rights-of-way that are routine in nature.
Examines related property abstracts, checks for accuracy and consistency, and prepares maps, sketches and verbiage for utility easements.
Prepares routine design documents for utility systems using AutoCAD and GIS Software.
Prepares routine drawings, details, profiles, and topographic maps for the utility system using AutoCAD.
Responsible for performing fire hydrant flow testing in coordination with engineering and/or water distribution personnel.
Performs other duties as assigned.

HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium.
DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.
VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.
LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.
LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
