Job description
The Department of Environmental Conservation (DEC), Water Investment Division (WID), Dam Safety Program (DSP) is seeking a highly motivated analyst to serve as our senior administrative and operational lead through the oversight and supervision of the Administrative Management group within our team. Candidates with experience in program fiscal budgeting and planning, procurement, grant and loan programs, business collaboration, and overseeing program administrative tasks are preferred. The position will be an in-office role supporting the DSP with business, administrative, legal, and related matters allowing technical staff to focus on critical engineering and safety tasks.
Ideal candidate qualifications include:
- The ability to balance independent execution with a collaborative, patient approach to team development.
- Have a strong ability to advance projects from development to completion.
- Have supervisory experience or interest.
- Interpersonal skills and ability to coordinate work among various partners.
- Expertise in grant, contract, budget, and project management, including managing multimillion-dollar budgets.
- Ability to interpret complex information and translate it into project management tasks.
- Excellent organizational and time management skills, with keen attention to detail and the ability to manage multiple projects simultaneously.
- Outstanding written and verbal communication and presentation skills.
- Proficiency with standard office software (Word, Excel, PowerPoint) and data management.
Major duties include:
- Provide management and mentorship including potential supervision of one staff member including quality assurance of the staff to build long-term program capacity.
- Perform capital and general fund budget planning and tracking with the Chief Engineer, WID leadership, and DEC's Administration and Innovation Division (AID).
- Assist in development and execution of spending plans for various funding sources and project types.
- Perform procurement and management of contracts to support dam safety regulation and ownership. Take on technical project management roles.
- Be DSP's liaison to AID.
- Manage contract and funding deadlines.
- Apply and manage federal grants.
- Assist in the management of a dam safety loan fund program.
- Develop standard operating procedures to formalize program operations.
- Improve/optimize non-engineering workflows and processes to improve program efficiency.
The mission of the DSP is to reduce risks to life, property, and the environment from dam incidents and failure through effective communication, education, regulation, and dam ownership. The DSP is a growing team of engineers, technicians, and analysts that are both regulators and dam owners. The DSP regulates nearly 1,000 non-power, non-federal dams statewide and acts as the State's owner representative at 14 dams, including the three Winooski River Flood Control dams.

Environmental Factors
Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.
OR
Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.
OR
Six (6) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
